The formation of the Advisory Councils was emerged by: The need for real participation of the representatives of the fisheries sector and other stakeholders in the decision-making process. The need for maintaining dialogue and cooperation in the development and implementation of the Common Fisheries Policy (CFP). The recommendations may include advice on fish resources conservation and socio- economic aspects of management, and on simplification of rules. The Advisory Councils are consulted in the context of regionalisation. The Advisory Councils should also contribute to data for fisheries management and conservation measures. They are established by the stakeholders under the law of the Member State where they are formed, registered and operating. The Advisory Councils are composed of representatives from the fisheries sector and from other interest groups (for example, environmental organisations and consumer groups), where the allocation of the seats in the general assembly and the executive committee of each Advisory Council is 60% - 40%. The Advisory Councils receive financial assistance from the European Union as bodies pursuing an aim of general European interest. Member States are not forming part of the Advisory Councils, but they may provide appropriate technical, logistical and financial support to facilitate its functioning. Therefore, the main function of the Advisory Council is to mediate between the stakeholders and the European Commission and to collect, analyse and present positions on relevant issues, based on information collected directly from the stakeholders, which is in line with the adopted direction towards regionalisation. Pilot project „Support Measures for Small-Scale Fishing” GRANT AGREEMENT FINANCED BY THE EUROPEAN UNION: MARE / 2014/04 - SI Total amount of the project: EUR Total amount of the EU contribution: EU  The Advisory Councils may: 1. submit recommendations and suggestions on matters relating to the management of fisheries and the socio-economic and conservation aspects of fisheries and aquaculture to the Commission and to the Member State concerned, and, in particular, recommendations on how to simplify rules on fisheries management; 2. inform the Commission and Member States of problems relating to the management and the socio-economic and conservation aspects of fisheries and, where appropriate, of aquaculture in their geographical area or field of competence and propose solutions to overcome those problems; 3. contribute, in close cooperation with scientists, to the collection, supply and analysis of data necessary for the development of conservation measures. If an issue is of common interest to two or more Advisory Councils, they shall coordinate their positions with a view to adopting joint recommendations on that issue. Where the final measures that are adopted diverge from the Advisory Councils' opinions, recommendations and suggestions received pursuant to paragraph 1, the Commission or the Member State concerned shall state detailed reasons for the divergence. Pilot project „Support Measures for Small-Scale Fishing” GRANT AGREEMENT FINANCED BY THE EUROPEAN UNION: MARE / 2014/04 - SI Total amount of the project: EUR Total amount of the EU contribution: EU   What is the role of the small-scale fisheries (SSF) in the Advisory Councils?: The European Union acknowledges that the small-scale fisheries (SSF) play an important social, economic, environmental and cultural role in numerous coastal communities throughout the European Union. Regulation (EU) 1380/2013 provided for important measures for ensuring the participation of the SSF in the Advisory Councils, and acknowledged as necessary to ensure their efficient participation in the work of the Advisory Councils, including by contributing to the costs and loss of income that such participation may entail. According to the Commission Delegated Regulation (EU) 2015/242, the General assembly and the executive committee of the Advisory Council shall ensure a balanced and wide representation of all stakeholders, with emphasis on small-scale fleets, where appropriate. The number of representatives of small-scale fleets should reflect the share of small scale fleets within the fishing sector of the Member States concerned. Pilot project „Support Measures for Small-Scale Fishing” GRANT AGREEMENT FINANCED BY THE EUROPEAN UNION: MARE / 2014/04 - SI Total amount of the project: EUR Total amount of the EU contribution: EU How to become a member of the Advisory Council for the Black Sea (ACBS)? Any of listed organisations of small-scale fisheries (SSF) in Bulgaria or Romania is an eligible applicant for membership in the Advisory Council for the Black Sea (ACBS). The participation in the Advisory Council for the Black Sea shall be realised pursuant to the provisions of the Not-for-Profit Legal Entities Act of the Republic of Bulgaria and the Articles of Association of the ACBS. The admittance of a new member in the ACBS shall be effected upon a written application, submitted by the applicant to the Managing Board, which shall consider it within one month of the receipt thereof. The application must contain: applicant’s data - name of the applicant, seat and registered address, certificate of good standing, as well as a declaration of acceptance of membership in the Association, according to the terms and conditions of these Articles of Association. To the application should be attached a proof of payment of the admission fee. The admittance of a new member shall be effected by resolution of the Managing Board. To exercise control on the activities of the Association (ACBS) and its governing bodies; To take use of the property of the Association and results of its activities; To submit to the Managing Board suggestions and recommendations, relating to the activities of the Association.
