1 Queen’s Printer Yukon 2016/2017 Update

2 About us: All Yukon government printing is purchased through the Queen's Printer, whether documents are copied in-house, or printed by commercial printers. As per the Public Printing Act and the Financial Administration Manual Queen's Printer is the only contracting authority to coordinate and purchase all printed items for Yukon government. The Queen's Printer offers: Account Manager services Graphic design services Forms production services Copying/printing production services Legislation

3 Queen's Printer has three Account Managers on staff who provide advice, assistance and expertise to client departments within the Government of Yukon on a wide range of printing and publishing projects. The services of Account Managers are provided to departments at no charge.

4 The Account Managers coordinate:
Quick-copy jobs in colour or black and white Press printing (Posters, brochures, books, stationery, etc.) Adherence to YG Visual Identity Standards Forms (Printed and online) Graphic design French translation​ Promotional Items (Mugs, hats, t-shirts, bags, pens, pins, etc.) Pre-production planning and preparing specifications Coordinating all partners in the project to ensure delivery of a quality product on time and on budget. Obtaining competitive quotations, tendering when required Issuing and managing supplier contracts Standing Offer Agreements (SOA)

5 Queen's Printer has qualified and knowledgeable graphic designers to create visual communication solutions QP is careful to not take on work that should be done by a private sector design firms • Design projects are managed in‐house (QP) when there are sensitivity or confidentiality considerations (e.g., budgets, confidential documents, highly sensitive projects, etc.), or when a department specifically requests support with ensuring visual identity standards are being complied with. • Departments and Corporations are free to use any graphic design firm that suits their needs, provided they follow YG Contracting and Procurement directives. Departments can choose whether or not to use the SOAs in place for Advertising Design services.

6 All Yukon government forms must be designed, coordinated, documented and managed by Queen's Printer
QP only has one Forms Designer for all of YG. Forms are currently coordinated by the Account Managers. NEW initiatives: Establishing a formal Yukon Government Forms management program. Initiative is to receive funding for one superhuman to be: Forms Manager/Analyst/Coordinator New database linking to design folders Converting paper files to digital files Scanning old forms file in digital folders Wrangle rogue forms Initiate Review program Forms modernization and accessibility: Implement modernization of forms and related workflow processes to increase accessibility of online forms. New internal Nintex forms/workflows coming fall 2017

7 Print Room NEW for 2017 Queen’s Printer Agency recently acquired three new copiers, one of which has colour capacity. Two D125 Xerox black & white copier with booklet makers One C60 Xerox with Colour Capacity. The current Queen’s Printer Agency charter, created in 1997, restricts QPA in-house printing to black and white only. We acquired a colour machine in anticipation of upcoming policy changes, which would allow in-house printing of confidential colour documents. Budget was printed in colour for the first time in Yukon. Alternative printing solutions were considered: In November 2016, we issued an invitational Expression of Interest to the local print vendors to seek interest from companies who either meet or are willing to modify their facilities to meet the requirements for secure printing services. Only one vendor responded to the Expression of Interest. They do not meet the requirements for secure printing services.

8 GOVERNMENT OF YUKON VISUAL IDENTITY AND GRAPHIC STANDARDS
The Government of Yukon worked with an agency to conduct a brand audit. In the absence of visual identity products and graphic standards, departments have developed individual approaches to printed and digital materials which have resulted in inconsistent products and unnecessary costs and effort. Request for Proposals (RFP) is currently out to provide the Government of Yukon with an updated and complete visual identity and graphic standards. These elements should express the Government of Yukon as a unified, progressive organization representing the diversity of people who live in Yukon. The Government of Yukon lacks a comprehensive visual identity. It currently has two main visual identity elements: Government of Yukon wordmark or logo. The wordmark was created in The Government of Yukon’s Queen’s Printer has developed guidelines for the use of the wordmark. Gov.yk.ca website design. This look and feel was created in 2007 and a style guide was developed to inform its use. The Queen’s Printer will continue to enhance its capacity to define and regulate the visual identity of Government of Yukon electronic and print publishing working towards a one-government approach.

10 “Modernization??” For a few years Queen’s Printer has been looking at changing the way the regulations are drafted as well as converting the pre-existing regulation to an xml and 8 ½x11 printable format. Our process is archaic and soon will be no longer be sustainable. The regulations are currently drafted in word, then we contract out to have it formatted in Quark and finally published online PDF. Unfortunately when QP met with Legislative counsel the proposal to draft in xml has been met with resistance. We are still seeking a solution suitable to legislative counsel: Continue to draft in Word: Two columns English/French format publishable in xml and Pdf.

Updating and establishing Service Standards Yukon government printed phone book: In 2015, YG introduced a new online directory: Being a small jurisdiction there is still a high demand for a printed phone directory. YG will be publishing an online Staff Directory in a PDF format that will automatically update on a daily basis.
