Olmstead Policy Mental Health/SAPT Block Grant Oregon Performance Plan Olmstead Olmstead Policy is developed utilizing a diverse cross section of stakeholder perspectives within the Oregon Performance Plan Agreement, Olmstead Plan and Block Grant governance structures, as well as other applicable sources`

Assertive Community Treatment (ACT) Crisis Services Supported Housing Peer-Delivered Services Oregon State Hospital Acute Psychiatric Care Emergency Departments Supported Employment Secure Residential Treatment Facilities Criminal Justice Diversion

6 PERFORMANCE OUTCOMES Baseline CY 2015: 815 individuals served in ACT
By 6/30/17: 1,050 individuals served in ACT By 6/30/18: 2,000 individuals served in ACT Mention we have 1, 098 by Q3 2016; so we have 20 months or so to make the 2,000 figure

7 Challenges Capacity, waiting lists, reimbursement
“Dangerousness” and other risks Housing Stigma Stress they need to find a way to work with CCOs and counties to overcome these barriers

8 Changing the Paradigm Expanding our view of the possible
A new view of risk Individuals with disabilities should have access to housing other than group homes, other congregate arrangements, and multi-unit buildings or complexes that are primarily for people with disabilities. They should have access to “scattered site” housing, with ownership or control of a lease. Housing should not be conditioned on compliance with treatment or with a service plan.-Bazelon Center
