Welcome to ACT’s 2016 Quarter Pay Presentation

2 All Quarter-Pay Accounts Have Divided Receivables
Prior to last year, you were familiar with ACT moving out the delinquency date instead of always dividing the receivable into 4 parts. Due to legislation requiring multiple due dates now considered for quarter payments, ACT software now divides the receivables into quarters for all qualifying accounts according to new preferences that are enumerated later in this presentation. Prior to this year, you were familiar with our moving out the delinquency date instead of always dividing the receivables into 4 parts.

3 Daily Event Every night a program runs that divides the appropriate accounts into quarters. BMI 1228 – Current year, timely and late, delinquency date February 1 (starting Feb 1 and continuing until February receipted posting are considered to be completed – March 31st) BMI 1229 – Current year supplemented accounts, processed for timely and late payments. Prior year processing depends on the preference on the next screen. BMI 1229 will not run if you prefer to manually set your ‘Q’ accounts. (starting March 1 for current year accounts and February 1 for prior year accounts)

4 QP_DIVIDE_NUM_PRIOR_YEARS
If set to 0, only current year will be divided.  If set to 1, 2, 3, etc., current year and that number of prior years will be divided. Clients will need to set this preference, the default will be 0.

5 Update An issue with BMI 1229 was discovered. Under certain conditions, an account was split more than once. This has since been repaired.

6 Setting ‘Q’s The system sets the ‘Q’ according to three qualifiers
Delinquency Date Qualifying Exemption 25% paid If your office chooses, Tax Office employees can manually set the ‘Q’ on accounts to designate them as quarter-pay accounts. Be aware that regardless of amount paid these will be treated as quarter-pay by the system. If you hit save and calculate after setting the ‘Q’ the dividing of the account will happen immediately.

7 How does ACT split Receivables?
The ACT system leaves the paid amount on the ‘TL’ record. If the amount was enough to cover part of quarter two the remaining amount of quarter two is set up as a receivable. If the amount paid was enough to pay two quarters, only quarter 3 and 4 are created.

9 Changing the Quarter Amount
If you have had multiple payments to an account and one is reversed so you want to change the amounts the quarters were assigned: First, transfer all the payment amounts out to 8001 unit Second, change the levy amount on all the quarters using the receivable screen. Third, pay the quarters you can by transferring back the money from 8001. If you don’t have the number of quarters needed in your receivable screen please enter a PRC and ACT will add the needed receivable for you.

10 Reversal with “QP” Deposit
If you need to reverse a payment after a “QP” deposit has moved penalty or interest to levy, please put in a PRC so ACT can assist. The system is not currently allowing you to reverse that transaction without our assistance.

11 QTR_SET_SPLIT_PAY = N (default setting)
QTR_SET_SPLIT_PAY = Y This setting allows the program to check delinquency date, qualifying exemption and 25% payment to divide the account into quarters. QTR_SET_SPLIT_PAY = N (default setting) If you choose to set the Q on the Tax Detail screen manually and set the client preference to ‘N’ all accounts with a Q will be divided regardless of qualifications met when BMI 1228 runs each evening. BMI 1229 will not run if this preference is set to ‘N’. Current year, late supplemented accounts and prior year accounts must be divided manually.

12 It is very important for clients to review these reports each day.
Review Reports Daily Reports will be available for each day in the batch request table under batch menu items and 1229. It is very important for clients to review these reports each day. The reports may be lengthy the first time they run, then should only contain added or newly qualifying accounts each day.

14 BMI 1202 No longer run for quarter-pay accounts but will still be used for half pay and disaster pay accounts.

15 Existing Client Prefs QPAY_PAY_ORDER QP_CHECK_EXEMPTIONS
Used in the Advanced Payment screen. 1 (the default ) - pay earliest quarter due and put remaining money on the next quarter. 2 - pay current quarter first and put remaining money on earliest quarter due. 3 - require users to select the quarter to pay. 4 - allow users to pay across all quarters. QP_CHECK_EXEMPTIONS Set to Y to enforce that the Quarter Pay button may only be used if the account has a qualifying exemption. Set to N to not check for these exemptions. LOCKBOX_QUARTER_PAY Set to Y to have the lockbox pay the next available quarter-pay receivable on accounts that are divided into quarter-pay receivables. Once the earliest available quarter receivable has been paid, the next quarter will be paid, etc. Set this preference to N to put the entire payment amount into refund for all accounts having divided receivables. ACTIVE_QP_BUTTON Display the Quarter Pay button in the Payment Remittance screen. Set to yes (Y) or no (N). QUARTER_PAY_SPLIT_ BALANCE_DUE Set to Y to divide any remaining balance on each tax unit equally between quarters. Set to N (the default) to divide the base levy into four quarters. QUARTER_PAY_SRH Set Y or N to allow/disallow SRH (disabled surviving spouse) accounts are eligible for quarter-pay status. QUARTER_PAY_VET Enter veteran exemption codes that will qualify for quarter-pay status (default is VET,VTX). QUARTPAY_UNDER_TOLERANCE Enter the amount an account can be underpaid and still accepted as a fully paid quarter, rather than just as a partial paid quarter.

16 Legislation already approved in 2017 provides that any Homestead account is eligible to enter into a quarter pay. This provides us with some interesting opportunities and a few questions.

17 How? Fortunately ACT has a tested mechanism in place to handle split accounts. Payments Supplemental Processing

19 When to split When certified is loaded? Middle of January? Other time.

20 Quarter Pay is not going away.
But ACT has improved the Quarter pay module. We are ready to handle new demands. Do not feel this will place any additional burden on the tax office.
