1 FSC Auditor requirements
Transition for existing Lead Auditors (by April 1st 2017) These are changes to be implemented gradually over next months, by April 1st 2017.

2 FSC Auditor requirements
Why they are changing What is changing What implications this has for YOU

3 Rationale: FSC “Motions” General Assembly 2014
Motion 52 – Training FSC to provide standard/procedure for training of auditors Motion 66 - Auditor rotation Certification Bodies shall rotate their auditors (no more than 3 consecutive audits) FSC-STD CB Requirements & FSC-PRO Requirements for Training program: released April 1st 2016

4 ASI Auditor registry Working languages Scope Field of expertise
Education/qualifications No. audit days in last calendar year Status (active…) Function (auditor/candidate/trainer/peer reviewer) No. years’ experience and detail ISO qualification We will record this information but may have to come back to you, if we don’t know info Auditor database online but confidential to CB / ASI

5 Name changes Now Future Training required Permitted to:
Audit Team Leader Induction, shadow audits, ISO course etc. Lead the team Audit to the FSC std Draw conclusions Communicate conclusions to client Lead Auditor Auditor See above Auditor or local specialist Technical Expert (Has knowledge about sector or country) feed information to Auditors for conclusion Can do interviews etc on own but only under instruction of Auditor Particularly relevant for teams, ie. FM Reason for standardising our terminology with FSC’s is to ensure we meet their new requirements.

6 Why is this important? - Auditor rotation!
Auditor = EVERY AUDITOR ON TEAM COC– no more than 3 consecutive audits. FM– a) >20 CHs: no more than 3 consecutive audits b) CHs: may be justified – only on grounds of general lack of qualified auditors in region. c) <10 CHs- “recommended” but not obligatory to rotate = audit schedule “shuffle”! Realise this is going to be difficult for some of you in some regions but we need to do it, will try to work around where possible in terms of balancing work

7 Why is this important? - Auditor rotation!
Auditor rotation does not apply to Technical Experts – so: A qualified Auditor could be allocated to team as a “Technical Expert” BUT limitations on Technical experts are: a) time spent by technical experts shall be specified separately in the audit plan; b) their participation in the audit shall be limited to the task they are requested to do and each technical expert shall be assigned to the responsibility of a specific auditor in the audit team; c) should be accompanied by the auditor to whom they are assigned; d) if deemed necessary, the technical expert(s) may be allowed to perform interviews and other specified tasks unaccompanied, as instructed by the audit team leader; e) technical expert(s) shall neither make conclusions on the conformity with certification requirements nor communicate them to the client.

8 Name change A qualified “Auditor” and “Audit Team Leader”
Leads the Team, audits standard –no more than 3x Technical Expert (may be qualified as Auditor) May interview etc but does not “draw conclusions” qualified ”Auditor” Audits parts of standard No more than 3x Lead Auditor = Auditor Auditor = Technical Expert Technical Expert Helps with local knowledge

9 Qualification as “Auditor”
New Auditors AFTER April 2017: COC – 42 Hour training course + exam FM – 56 hour training course + exam Existing Auditors: Must pass on-line exam BEFORE 1 April €40 If fail (<70%) can re-sit once, and then have to do entire training course above For Exam content – see handout! 11 Continuous qualification requirements
Auditors required to complete ANNUAL Update training Changes in the FSC system, interpretations etc; Any Training needs identified by SA based on witness audit results, report review, client feedback etc May be done by webinar or in person (depending on extent of changes) Written exam not required if training is about minor changes in the FSC system (e.g. interpretations to normative documents) At least three (3) on site audit days every year

12 In conclusion over next year….please…
