Background National Industrial Security Academy
Premier Training Institution of CISF which has been recognized as ‘Center of Excellence’ for training in Industrial Security Management by MHA National level Institution for training in Disaster Management especially CBRN disasters, Aviation Security, etc. Conducts customized training programs for IPS, IRS officers and officers of other, CAPFs, State Police, IAF, PSUs, Parliament Security, Foreign personnel, etc. Trains an average of 3000 officers per annum in about 70 courses The majority of the faculty is of the ranks of Inspectors/Asst. Commandants who have the prescribed QRs

Features of INTEGRATED FACULTY DEVELOPMENT PROGRAM
Part of overall plan to revamp the indoor training at NISA and make it more effective – sleepy trainees after a heavy outdoor training Recognises the importance of the Trainer in the whole scheme of things – Gurur Devo… Components of the program are (START) Specialisation Training Accountability Relevance Technology

KEY STRATEGIES ADOPTED
Specialisation : The entire faculty of NISA has been divided into different subject groups headed by a group leader (a Gazetted Officer). Instructors of a particular Subject Group will handle only that particular subject during a semester/year and will strive to develop expertise in that subject Instructors are allotted to a Subject Group based on their interest, experience and capability Instructors are encouraged to get themselves trained in their allotted subjects by attending courses outside

Training : The Academy is regularly conducting workshops/courses to develop skills of trainers in both their subject matters and their pedagogy Subject related workshops were organised for the trainers using the services of eminent faculty in the respective subjects from NALSAR, SVP NPA, TSPA, Osmania University, Dr. MCR HRD Institute, Hyd., BITS, Pilani, Hyd., ASCI, Hyd The following courses/workshops have been conducted for improving pedagogy under Integrated Faculty Development Program- ‘Active Learning’ Methods and implementation of the Flipped Classroom using the 3iE approach followed in ISB Direct Trainer Skills Course (DoPT model) National workshop on “Best Practices in Training” Alternatives of Lecture Methodology and Role play methodology Workshop on Case Study Methodology For the conduct of the above courses expert trainers from ISB, recognized Master Trainer of DoPT, etc. were involved

Accountability : Collectively the Subject Matter Groups would be responsible for imparting the entire training in the Subject to all the trainees They would be responsible for scheduling the lessons, preparing the study material, presentations and preparation of question banks for conducting the evaluations They were also given the freedom to adopt their methods of teaching Relevance : To make training relevant to the field context the trainers have been sent to different field Units of CISF to Understand the training requirements in the field for their subject area Update their practical knowledge in the subject they are teaching and To develop case studies in their subjects based on field inputs

Intranet connecting all the offices and hostels of NISA was established Intranet website was developed to facilitate implementation of ‘Active Learning’ in NISA NKN connectivity was obtained for NISA which facilitated faster and greater internet usage by the trainers and trainees Learning Management System(LMS) was implemented in NISA Facilitated better Evaluation and Monitoring of Training by Trainers Blended Learning was facilitated by making the LMS available over the internet Language lab was established to aid the trainers in developing themselves and the trainees in Language skills

CONSTRAINTS/CHALLENGES
The existing mindset of the trainers and resistance to introduce Active Learning methods which are more demanding on the trainers Educational background and linguistic skills of the trainers posed a challenge for developing new content like case studies Instructional delivery Regular transfer policy and non-training duties of the trainers due to the nature of working of Paramilitary Forces have hampered the implementation of the Integrated Faculty Development Program to a certain extent The available trainers have been motivated by way of openly recognising their work in meetings and giving rewards for good work done

ENABLING FACTORS Visionary leadership and support from the CISF Force Headquarters Location in Hyderabad which is a crucible of learning and training Visits to field units by the trainers could be easily arranged as the units are of the same organisation Most importantly the enthusiasm and response shown by the trainers of NISA to the above initiatives

IMPACT OF INITIATIVES Subject matter expertise of the trainers has increased considerably A great improvement has been noticed in the teaching methodologies adopted by them The trainees are found to be more attentive in classes and the transfer of learning has improved considerably Overall the learning environment in NISA has improved dramatically as is reflected in the course feedbacks and ratings over the last two years

LESSONS LEARNED Whether she is a ‘Sage on Stage’ or ‘Guide by the Side’ the trainer remains the most important factor in the process of training Given the right kind of direction, support and encouragement trainers can come up with wonderful results Only a trainer who is excited and passionate about her job can in turn re-create the interest in the trainee for the subject. It is important to keep the trainers in a continuous process of learning and development if we are to ensure high training standards There is so much of R&D going on in the field of training/teaching that it is important for training organisations to meet often and exchange notes

SUSTAINABILITY The START systems of IFDP have been institutionalised in NISA and the present emphasis is on Content Development for Active Learning Mutual helping of Instructors in their development The initiatives taken in the IFDP have inspired the other training institutions under the Training Sector of CISF and they are replicating the Integrated Faculty Development Program in their respective institutes to create a more conducive learning environment The initiatives under IFDP for skill development of trainers at NISA were presented at the National workshop on Best practices in Training which was conducted in the Academy on 1st Dec 2015 on the occasion of NISA Silver Jubilee. The initiatives were widely appreciated by the participating institutes like NACEN, SVP NPA, ISB, NALSAR, CRPF, IAF, RAF, TSPA, ASCI, Dr. MCR HRD Institute, TS Forest Academy, TSPF, APSPF etc
