3 Background A population census is the total process of collecting, compiling, evaluating, analyzing and publishing or otherwise disseminating demographic, economic, and social data pertaining, at a specified time, to all persons in a country or in a well delimited part of a country. Follows the UN_P & R Definition

4 Background …. The first modern census was undertaken in 1948
During the 2010 Round of Censuses Kenya undertook the census in 2009, which was the 7th (and 5th decennial) The enumerated population was in 2009 was 38.6 million The projected population for 2017 is about 46.6 Million Projected to the next census (2019) at 50 million

6 Quality of Census Data In a census context, quality refers to Six
Census data quality focuses on the fitness for use of the information/data; In a census context, quality refers to Six Dimensions namely:- relevance, accuracy, timeliness, accessibility, interpretability and coherence.

7 Census Quality Assurance
An appropriate quality assurance and improvement system is needed as part of the census process The system should be able to identify on time and address most of the errors The system should also allow room for improvement

8 Quality Assurance Programme
Design of census tools in consultation with stakeholders to ensure that; only appropriate questions are in the questionnaire the census topics are relevant to user needs Recruitment and proper training of enumerators Mapping the whole country Production of high quality maps with proper boundaries and points of interests for ease of identification of the enumeration areas

Proper publicity of the census process to enable the public to own and participate in the process Release of the census results within the shortest time possible Piloting both the tools for mapping and census enumeration Development of edit specs to address the issue of coding and imputation

10 Monitoring Quality of Census Process
Variables to be used to measure quality of census process Non response to census questions Quality of staff recruited and training Type of maps produced Extent of coverage during enumeration Types of publicity undertaken Duration taken to release the census data

11 Evaluation of Census Data Quality
A population census cannot be a perfect operation there will always be some errors, regardless of the methodology used measures are taken to assure the best quality, in all phases of the census process; Errors can be introduced during data collection - by the enumerators/interviewers or by the respondents; data processing; Errors could be of coverage or content in nature.

12 Evaluation of Census Data Quality ….
A comprehensive census evaluation program should estimate coverage and content errors, and undertake an assessment of all phases of census operations, to provide the users with a complete picture of the quality of the census. During the 2019 KPHC, Demographic techniques will be used to determine the; Extent of coverage Type and extent of content errors Then an evaluation report will produced

13 Evaluation of Census Data Quality
Indicators for measuring data quality; Extent of over or under coverage Type and Extent of content errors Frequency of request of the census data When the census results are released Preliminary results – 1 month after enumeration Basic Reports – 6 months after enumeration Thematic Reports – 1 year after enumeration Feedback from users after the launch and dissemination

14 Access to Census Data The 2019 KPHC data will be made available through; National launch and regional disseminations the Bureau’s website and other appropriate websites various dissemination portals such as the IMIS 10% of the data will be made available through the website

15 Quality Reporting Channel
The quality team will composed of; Monitors Supervisors - to re-enumerate a number of sampled households from an EA Coordinators Secretariat
