2. Non-Traditional Students
Definition: A student who does not physically attend the school at which the student is allowed to participate in interscholastic athletics at that school. Exception; early admissions and dual enrollment students who attend a college or university for their course work are traditional students.

3. Types of Non-Traditional Students

4. Home Education Students
Must be registered with the Home Education Office in the school district in which they reside
May participate for a home education cooperative, their zoned public school, the public school they could choose to attend (including a charter or lab school) § or any private school in which they can make an arrangement

(2)(a) Beginning by the school year, as part of a school district’s or charter school’s controlled open enrollment process, and in addition to the existing public school choice programs provided in § (6)(a), each district school board or charter school shall allow a parent from any school district in the state whose child is not subject to a current expulsion or suspension to enroll his or her child in and transport his or her child to any public school, including charter schools, that has not reached capacity in the district, subject to the maximum class size pursuant to § and s. 1, Art. IX of the State Constitution. The school district or charter school shall accept the student, pursuant to that school district’s or charter school’s controlled open enrollment process, and report the student for purposes of the school district’s or charter school’s funding pursuant to the Florida Education Finance Program. A school district or charter school may provide transportation to students described under this section.

6. Charter School Students
The charter school must not offer the sport(s) in which the student wishes to participate

7. Special/Alternative School Students
Must be operated by the school district, is not a member of the FHSAA and does not offer any sports
Superintendent must authorize participation

8. Non-Member Private School Students
Must not be a member of the FHSAA
Must not offer the sport(s) in which the student wishes to participate
Must not have more than 125 students in the same grade levels as the school at which the student wishes to participate
May participate for their zoned public school or the public school they could choose to attend (including a charter or lab school) §

9. FLVS Full Time Public Program Students
This FLVS program is just like a traditional public school; students must complete work in the same time frame as a traditional student and this student will receive a diploma from FLVS

10. Non-Traditional Students Requirements
All non-traditional students must
meet the minimum grade point average standards that are required of all students; and
meet the same residency requirements as other students in the school at which he/she participates; and
meet the same standards of acceptance, behavior and performance that are required of other students in interscholastic athletics; and
register with the school his/her intent to participate in interscholastic athletics as a representative of the school on of before the beginning date of the season for the sport in which he/she wishes to participate; and
meet all other FHSAA eligibility requirements and must be registered with the FHSAA Office each year.

11. Register Intent
State law requires that nearly all non-traditional student register their intent to participate for a school prior to the beginning of the sport season (FHSAA defines this as the first day of practice, except for fall sports, which is the Monday of the first week of regular season competition). This can be done by the submittal of at least one of the following:

Due to HB 7029 (Ch ), non-traditional students, like traditional students, have an opportunity to participate at a public school they could attend pursuant to § , F.S. (controlled open enrollment provisions of the school district), as such the student must meet the same deadlines as traditional students and the school must not be over capacity.

13. Problems Encountered with Non-Traditional Students
Student not registering intent by the established deadline
School not reporting the student’s participation in a timely fashion (FHSAA asks that you do this no later than 10 school days after the student’s deadline)
Student does not meet qualifications of § , F.S. (controlled open enrollment provisions)
Confusion over FLVS – there are three types of FLVS
Home Education using FLVS part of the time or all of the time (FLVS Flex program)
FLVS through the school district’s FLVS Franchise
Enrolled in the FLVS Full Time Public Program
Home Education through an Umbrella (i.e. private) School

14. School Registration Process – Home Campus
Each non-traditional student MUST be registered through the Home Campus platform
Go to on your computer’s internet browser (Chrome or Safari are preferred)
Sign in to your school account
Go to “FHSAA Forms” on the menu on the left side the “Home” page
Choose “Eligibility & Compliance” from the pop-up menu
Select the red “Eligibility Appeals” box
Select “Add New” document on the “Eligibility Appeals” page
Finally select “EL13 - …”
