Section 1 - Significant Changes/Refresh # All changes to a solicitation refresh will be found in ONE location; All changes specific to a program (eg. new SINs, etc) will be found in one location New requirements (ie. TDR) will be found in one location Section 2 - Provisions (Vendor Instructions) and Evaluation Factors Clear and concise instructions outlining instructions for both, new offers and returning legacy partners Instructional provisions applicable to the services being solicited TDR/Non-TDR instructions specific to both, new offers and returning legacy offers

Benefits of Section 3 - Attachments: All attachments are located in one place and no longer dispersed throughout the solicitation All clauses are moved, in full text within one document for easier find All SINs will now be in one location as an attachment rather than buried within the body of a solicitation Required Attachments will include: Past Performance Questionnaire (if applicable) Pricing Template (PT) (For offerors not subject to TDR) Transactional Data Reporting (TDR) Pricing Template (TDRPT)

Benefits of Section 3 - Attachments continued: Attachments auto generated by the SWS - not required in Offeror submission Clauses Document SCLS Wage Determinations - Non-Standard SCLS Wage Determinations - Standard SF1449 Documents that will Require Industry Attention and Review include (but are not limited to): Special Item Number (SIN) Descriptions (this attachment (which is the legacy Part 1 Goods and Services section) will significantly reduce (by 50+ pages) the main solicitation document) Special Requirements associated with specific SINS such as: Special Item Number (SIN) Terms and Conditions Special Item Number (SIN) Series Addendum

6 Streamlined Solicitation Upcoming Milestones
February 2017 Present to Industry for review and feedback Industry will be given 30 days to review and comment via March 2017 Address industry feedback via FBO Continue effort with the MAS Governance board to initiate concept across all MAS programs. April 2017 Prepare all internal process changes, guidance, etc and finalize Internal effort to prepare system for execution June 2017 Issue first streamlined solicitation Q3 is our target

9 Three sections associated with SIN 520-20
A - IPS Requirement Document in support of SIN which includes definitions and expectations. B - Additional Proposal Instructions required for SIN C - Security System Plan that each firm will be required to submit with offer or modification (if firm is already an existing schedule holder)

10 IPS Upcoming Milestones
February 24, 2017: All industry responses are due by COB 2/21/2017 with comments to be submitted to: RFI can be found at: February/March 2017: IPT will review and respond to comments received via FBO March/April 2017: GSA will initiate process to revise SINs (approximate time frame for process completion days) Once updates finalized all existing Schedule holders wil be notified to begin preparing any necessary modifications to obtain and/or update contracts to meet SIN requirements. April/May: Refreshed Solicitation will issue to afford potential new firms ability to offer IPS.

12 SIN 871-7:Construction Management and Engineering Consulting Services Related to Real Property
Services currently include construction management specifically pertaining to real property with construction, design, and management expertise such as a construction manager who serves as the professional advisor or principal agent responsible for oversight and management of a project regardless of the project delivery method used. Construction management services include, but are not limited to, design phase support, procurement support, commissioning services, testing services, construction claims support, and post- construction engineering services. Initiative established by Schedule 03FAC: Establishment of “Repair and Renovation” services. Because construction management services is a “fit” - Consider moving services from PSS.

13 871-7 Project Milestones February-March 2017: Research and ongoing discussions with Region 6 (owner of 03FAC). Region 6 will conduct research of SINs based on NAICs code March 2017: Joint (PSHC/R6) Telephone meeting to be held with schedule holders supporting construction management services on 3/1 or 3/2. April 2017: TBD based on outcome of findings.
