3. Moving to using the access system (I)
Access points are being configured to “operational mode” (were in “installation mode” up to now):
Biometry is active!!
To enter, one
Needs to have performed the biometric scan in building 55
Needs
Either a personal dosimeter (with the biometry attached). To be obtained in building 55.
Or a personal token (with the biometry attached). To be obtained in building 55. Note: this is NOT the HWC token as distributed during commissioning of 4-5!! These should all be given back (anyway, they won’t work anymore)
Needs to have appropriate access rights: to be asked via EDH

4. Moving to using the access system (II)
When cooling down a sector from 300K to 80K:
Access points are in “General access mode” but with restricted access list: LHC-CR
No CCC intervention to give access
When sector is below 80K:
Access points are in “General access mode” but with restricted access list: LHC-HC
When ready for power commissioning:
Access points are in “Restricted access mode”, with restricted access list: LHC-HC

Note
A power commissioning sector is different from an access system sector!!!!
Power commissioning sector:
Is one eighth of the ring
Contains more than one access system sector
Possibly more than one access points (PADs)
Access system sector:
Belongs to a zone, which belongs to an LHC point (1 to 8)
Is related to an access point (PAD)
The mode of a sector is the mode of the zone it belongs to
And the mode of a zone is defined by the access point
A sector is patrolled independently from the other sectors

7. General access mode (I)
In order to enter the zone, a person should:
Be on the LHC-CR or LHC-HC list (depending on which is active)
Badge with the personal dosimeter or the personal token
Enter the PAD and perform biometric scan
Exit on the other side
In order to exit the zone, the person should:

8. General access mode (II)
Entering procedure does not require CCC intervention.
In CCC there is a way to know:
How many people are in a zone
Who is in a zone (name)
If a door has been forced open:
An icon on the console shows the door which is forced: Even if the door is closed after the passage, the icon still shows the door has been forced

9. Restricted access mode (I)
In order to enter the zone, a person should:
Be on the LHC-HC (or LHC-CR) list
Have a personal dosimeter or a personal token
Go to the access point of the zone
Badge with the personal dosimeter or the personal token
Call the CCC by interphone on access point and
Explain the reason for the intervention
Explain where exactly the intervention will take place
Give estimate of duration of intervention
Take the access key provided by the key distributor (when/if released by operator in CCC)
Use the released access key to unlock the PAD
Enter the PAD and perform biometric scan
Exit on the other side

10. Restricted access mode (II)
In order to exit the zone, the person should:
Badge with the personal dosimeter or the personal token
Press the unlock button
Enter the PAD
Exit on the other side
Put the access key back in the key distributor (which will open itself automatically)

11. Restricted access mode (III)
In CCC:
When receiving an access request, the EIC/operator should :
Ask
The reason for the intervention
Where exactly the intervention will take place
How long the intervention is foreseen to last
Inform
The person about the ongoing tests/dangers
Decide if intervention can occur or not
Depending on status of powering (which test is ongoing)
Type and location of intervention

Issues (I)
Access system will NOT replace the war map:
Possible to know who has entered through which access point, but NOT possible to know where exactly the person went, where exactly the person is working, what the person is doing
Thus:
In CCC:
When given access (releasing key): Ask about the intervention and update the war map
When starting tests: call the people in the tunnel to confirm their position, warn them about the tests to be started
In tunnel:
Stick to the foreseen intervention: no initiatives without checking with CCC

Issues (II)
Access system is NOT interlocked with magnets (except very few specific cases):
If a door is forced: powering of circuits can (technically) continue. No interlock to stop the tests!
Thus:
In CCC:
When given access (releasing key): Ask about the intervention and update the war map
When starting tests: call the people in the tunnel to confirm their position, warn them about the tests to be started
Before starting tests: check that “search” signal of all relevant sectors is still active (which means patrol is still valid).
In tunnel:
Never ever force open a door: do not use emergency handles (except in case of real emergency of course)!!!
Always use the access points (therefore CCC will be informed) and possibly the “unlock” buttons next to sector doors

Issues (IV)
Time to take care of access requests:
Access in restricted access mode requires intervention in CCC:
Either EIC or operator (in consultation with EIC) has to take the time to deal with access requests
Time for patrolling:
Before starting power commissioning
Whenever a door is forced open:
No means to know who has entered a sector
If door is forced open, it remains open till emergency handle has been properly rearmed: no means to know who might be entering in the mean time.
Thus: Patrol is required.
Takes time and man-power.
But as powering should be stopped till patrol is done: plenty of people available in the CCC to go and patrol the area…

Patrol’s issues

Conclusions

When starting a test: can call each person who is IN to ask where he/she is, what he/she is doing, and to warn about forthcoming test
Minus:

Doesn’t replace the war map: once in tunnel, where does the person go?
