3 What is FlaWARN? Florida’s Water-Wastewater Agency Response Network
The formalized system of ‘utilities helping utilities’ providing mutual aid during emergency situations. FlaWARN is designed to serve the water/wastewater community by promoting better communication and procedures to facilitate “utilities helping utilities” in time of need.

4 FlaWARN Network of Utilities Helping Utilities-Not a corporation, partnership or a governmental unit Open to all water and wastewater utilities Quick response operation Designed to protect health and the environment

5 FlaWARN Mission Prioritize and assign scarce utility resources
Coordinate with Federal Agencies as additional resources become available Provide training to our membership

6 FlaWARN Mission Provide assistance and protection to water supplies as first priority Minimize wastewater spills that can contaminate water supplies and cause widespread disease

7 History Northeast Florida Municipal Emergency Planners Group formed in response to: Hurricane Floyd 911 event Original focus on Security Information Collaborative Hurricanes Charlie, Frances, Jeanne and Ivan accelerated formation of statewide network in fall of 2004 FlaWARN created in April 2005 Steering committee composed of six member agencies

11 Mutual Aid Agreement Sharing agreements Authorized Representative
Procedures for matching emergency equipment and personnel utility resources to a member’s needs during an emergency and period of assistance Supervision and control of personnel and equipment These are a few of the key items that the MAA addresses in advance

12 Mutual Aid Agreement Voluntary commitment from member utilities to respond to other member’s emergencies Reimbursement provisions – FEMA or otherwise agreed upon rates Liability and workers compensation provisions Dispute resolution Recognition of qualifications and certifications

17 During an Event As soon as we set up an event an goes out to the entire membership.

18 Sample FlaWARN is now tracking assistance requests and resource availability for a new event. **EXERCISE** Hurricane Jones Hurricane Jones is based on a modified version of TS Fay which occurred in August of Hurricane Jones is much stronger than TS Fay and will track westward across the Peninsula. Hurricane Jones, a category 4 hurricane, make landfall at 11pm on Sunday May 18th in Key West, FL. One of the goals of the EOC for this exercise is to see if FlaWARN can respond to the electricity outages at wastewater plants. Please click on subscribe to this event to participate.
