3 Status/Focus/Content
Issued March 8, 2013 to replace the now obsolete MIL-HDBK-502 Acquisition Logistics. Available for download on the ASSIST website; Addresses the Product Support Analysis (PSA) process and its associated activities, the selection and tailoring of those activities to meet DoD program supportability objectives, and sample contract language for acquiring PSA deliverables.” Applicable, in part or in whole, to all types of materiel and automated information systems and all acquisition strategies. Offers guidance on TechAmerica/ANSI TA-STD-0017 Product Support Analysis as an integral part of the overall systems engineering process. The focus of this handbook is to provide guidance to the members of the defense acquisition workforce who are responsible for the supportability of materiel systems or automated information systems. This handbook is for guidance only and cannot be cited as a requirement.” Handbook uses the term "Product Support Analysis," while the Defense Acquisition Guidebook (DAG), the DoD Life Cycle Sustainment Plan (LCSP) Outline, and DAU LOG 211, CLL 012, and CLL 042 learning assets use the term "Supportability Analysis.“ Pending further guidance from DoD, the term "Product Support Analysis" could arguably be considered as either synonymous with or as a subset of a broader "Supportability Analysis" construct. Part of the Systems Engineering Process – Defines the supportability through the use of an iterative process of definition, synthesis, tradeoff, test, and evaluation MIL-STD A Logistics Support Analysis Record Defined a set of business rules for the data Defined a method of encoding the DED’s for automation by adopting the 80-Column Punch Card (Hollerith Card) images in an ASCII flat file Refined the Data Element Definitions (DED’s) Defined a set of three master files for data transfer between government and contractor, or contractor to contractor (electronic data interchange) Defined a set of reports to enabling users to verify and validate the data. 1991 DoD Directive Defense Acquisition DoD Directive Defense Acquisition Policies and Procedures Written to establish a rigorous, event-oriented management process for acquiring quality products that emphasizes effective acquisition planning, improved communications with users and aggressive risk management by both government and industry. Enclosure 7 specifically called out MIL-STD-1388 Logistics Support Analysis to establish a common frame of reference for the total system, to include a) the maintainer of the system, b) the logistics support structure for the system, and c) other elements of the operational support infrastructure within which the system must operate. MIL-STD A Still in use with several revisions MIL-STD B Logistics Support Analysis Record Refined the Data Element Definition Defined a subset of the 2A Reports for verifying and validating the data. Refined the set of business rules Defined a relational database for storage of the data Defined a method to validate automated systems could meet the requirements set forth in the standard Refined electronic data interchange 1997 DoD R Mandatory Procedures for Major Defense Acquisition Programs (MDAPs) and Major Automated Information System (MAIS) Acquisition Programs Adopted MIL-HDBK-502 Acquisition Logistics Cancelled MIL-STD A NOTE: Guidance document only – Not Contractible Adopted MIL-PRF Logistics Management Information Eliminated all data element definitions to include business rules except for Provisioning and Packaging.
