3 Structure and networking within KOK e.V.:
1. NGO Networking Structure and networking within KOK e.V.: In 1999 KOK was founded by a group of counselling centres, today KOK e.V. counts 39 member organizations. NGO with the head office in Berlin. Financial donation by the Federal Ministry of Family Affairs, Senior Citizens, Women and Youth. Member profile: Counselling centres for victims of trafficking Specialised counselling centres for women Projects for female migrants Shelters Lobbying organizations

NGO Networking Objectives: Increasing public awareness of trafficking in women and any kind of violence against women in the process of migration Implementation of national and international human rights standards for trafficked persons Equal legal and social status for female migrants The continuous improvement of living conditions for female migrants

6 Profile of the specialized Counselling Centres
1. NGO Networking Profile of the specialized Counselling Centres Non-governmental offices where advice is given to women Service is offered for free and complete confidentiality is guaranteed Native language counsellors and interpreters who deal with many different languages are available Counsellors working at the centres are legally bound to confidentiality, all information given at a centre will be handled as strictly confidential Nothing will be undertaken without the agreement of the client

Several programs existing Good cooperation between authorities and NGOs from Germany and the countries of origin is necessary A good tool for this is a NGO contact database which is managed by KOK e.V. Data protection must be guaranteed Programmes should avoid labelling the trafficked persons as “victims” in order to prevent stigmatization on return

Course of action of the counselling centres concerning the handing over to a partner organization The affected person is advised by the counselling centre A returning programme can apply for travelling expenses Contact between the counselling centre and the partner organization in the country of origin is possible Colleagues of the partner organization continue supporting the affected person (pick up from the airport, preparation of the return to the home village, help concerning the professional orientation etc.)

Conclusions Human trafficking is a cross-border phenomenon The cooperation of all concerned partners on the international level is indispensable (NGOs, police, politics, etc.) Regarding the counselling centres networking and the active exchange of information lead to the improvement of victim protection The exchange about best practice models of victim protection has to be promoted
