3 Project Overview PDA Planning program is an initiative to finance planning in PDAs that will result in intensified land uses around public transit hubs - see Guidelines for program goals South Richmond PDA place type is Transit Neighborhood (with employment emphasis) Program EIR evaluating implementation of Specific Plan – analysis desired to level that future projects complying with Specific plan do not require additional environmental review.

Up to 5.4 million SF and population of 10,000 over approximately 40 yrs. Possible Uses: Research Labs Offices Dining/Cafes Auditorium/Visitor Center Operations Facilities Parking Outdoor Space

Specific Plan will cover areas west and east. LRDP will cover the Richmond Bay Campus.

DBE certified through the California Untied Certification Program (CUCP) Target 4.45% Participation by DBEs Documentation required demonstrating proposed DBE participation

12 Evaluation Criteria Experience, Qualifications, Availability, and References of the SSSP Project Manager Experience, Qualification, Availability, and References of the PEIR Project Manager Team experience with comprehensive community-based planning projects within commercial districts Experience, Qualifications, Availability, and References for Key Task Leaders Team’s Approach to the SSSP and PEIR and understanding of the project Demonstrated success of the team in other communities Readability and overall quality of the SOQ
