1 Neighbourhoods – life long learning and benchmarking by operational staff
Name: Dr. Heike Burghard Organisation: TCC Danubius EEIG

2 High Investments in waste water infrastructure
WW networks have very high investment costs WW treatment plants are complicated technical systems Operating staff needs high qualification Without qualified staff utilities cannot achieve the effluent results as required by law and with state-of-the-art technology There is a need for continuous training!

3 Flow of Knowledge (Schüssler)

4 DWA - Neighbourhoods Since 1968 Objective
Professional and proper operation of wastewater treatment plants Intentions of neighbourhoods work Exchange of experiences On-site problem solving Life long learning for operational staff Information about new regulations

5 Topics for DWA Neighbourhoods
Proper operation of equipment; H&S; Documentation; Data management; Sampling and Self-monitoring; Trouble shooting; Energy saving …

6 How do DWA-Neighbourhoods work? (1)
About 20 wastewater treatment plants form one „Regional WW Neighbourhood“ with 2 – 4 meetings / year „Thematical Neighbourhoods“ Every Neighbourhood is conducted by a teacher/coach Uniform framework conditions for the whole of Germany are defined by the DWA special committee „Neighbourhoods“ There is cooperation among Austria (ÖWAV), Switzerland (VSA) and Germany (DWA)

7 DWA Regional Offices Neighbourhoods are organised by the
They … have been established throughout Germany. (324 neighbourhoods) … are taking care of the interests of their members. (8.200 plants) … are responsible for the organisation of the neighbourhoods meetings ( participants) … qualify trainers/coaches. (230)

8 Outline for a Neighbourhood day
09:00 Meeting at the plant 09:15 Breakfast 09:30 Guided Tour 11:30 1st lesson or practical exercise 12:30 Lunch 13:30 2nd lesson or practical exercise 14:30 3rd lesson or practical exercise 15:30 Summary of the day 16:00 End of the neighbourhood day

9 What is the result of DWA-Neighbourhoods work?
Standardized knowhow input for the staff 2 – 4 times a year. Motivated operational staff Information from practitioners to practitioners – „DWA- Betriebsinfo“. Use of more than 3,6 Mio. Data collected each year! (yearbook with data)

10 Annual Comparision of the Performance of the Wastewater Treatment Plants
Self-monitoring is an important topic in the DWA-Neighbourhoods: More than 3.6 Mio. Data collected through the staff each year The data are summarised within the DWA-Neighbourhoods and reviewed in the regional groups (ca plants!) Consolidated and published by DWA once a year since 1988

11 Results of Treatment Parameters 2010
* Capacity 140 Mio. PE = 92% of total WWTPs capacity in Germany (151 Mio. PE)

12 Results regarding the river basins 2010
EU- Water Framework Directive leads to evaluation in river basins Since 2007 the evaluation is done by DWA in river basins according EU- Water Framework Directive The monitoring within DWA- Neighbourhoods shows e.g. that the requirements of the European Urban Wastewater Treatment Directives are fulfilled in all river basins in Germany

13 Benefits of the Annual Performance Comparision of WWTPs
Participating WWTP => Internal quality improvement process - Become familiar with the „own“ plant - Practice the collection of data - Detecting problems / development of measures => Quality assurance and Environmental protection => Reducing costs External Benchmarking => Availability of Statistic data - Information for the public and politics - Documentation of the success of the treatment plants => Acceptance of Wastewater fees => public and individual use of data is possible

14 Motor for life long learning in Germany
Culpable or negligent violation of third party‘s rights causes compensation of the company (German Civil Code § 823) Injury – Death – Environmental Pollution Culpable violation of organizational duties leads to personal consequences for manager of the company Solution: staff qualification and clear delegation of tasks

15 Capacity Development

16 Summary Effective de-centralised training system
Target Group are operators: workers/technicans/senior technicans Quality controlled and organized by DWA Regional Offices and qualified trainers Practice orientated Since more than 45 years giving good results
