4 Safety organisation of the LIU project
In accordance with the Safety Regulation SR- SO, the Project Leader (PL) is responsible for Safety in the Project The PL is assisted by a Project Safety Officer (PSO) who oversees and coordinates Safety aspects of the Project: The PSO verifies that Safety aspects have been correctly considered within the different work packages, that the proposed Safety measures are consistent with the general Safety policy of the Project and that they are correctly applied by the different work packages, The PSO identifies the Safety issues arising at the interface between work packages and whenever required, asks the relevant work packages to apply the appropriate measures, The PSO coordinates the editorial work for the Safety documentation of the Project. The work package Holders are responsible for proposing and applying the correct Safety measures for the work and equipment included in their work package HSE produces the Launch Safety Agreements (LSA) for non radiological aspects that details the Safety requirements and delivers the safety clearances when applicable. 5 Safety documentation of the LIU project
As for all projects, a safety documentation (Safety File) is required to demonstrate that the new systems or facilities: Are being designed respecting safety principles and Can be constructed, commissioned, operated and dismantled safely It covers occupational health and safety, the protection of the environment and the safe operation of CERN’s Installations The LIU project is divided in Work Packages (WP), i.e equipment or services delivered by the different groups. Each WP has one WP Holder Due to the extend of the project that covers the upgrade of five different accelerators, the concept of Safety Package (SP) was introduced 17-19 October 2016 LIU / HL-LHC Cost and Schedule Review Safety : A. 10 Conventional Waste handling

13 Radiological impact of operation with LIU parameters
Effects (from a RP standpoint) of beam energy and beam intensity increase have been assessed and mitigated when needed: New charge-exchange injection at 160 MeV in the PSB PSB extraction and PS injection at 2 GeV (instead of 1.4 GeV) Shielding re-enforced in LS1 above the injection and extraction areas of the PS (mandatory for long term PS operation) Detailed RP studies for new intercepting devices (design optimization: shielding and intervention scenario) PSB: Beam dump (installed in LS1), new PSB scrappers PS: Replacement of internal beam dumps in SS47/SS48 SPS: Unshielded beam dump (in LSS1) replaced by new one in LSS5 with appropriate shielding. Scrappers, TCDI collimators in transfer lines are also being studied. 15 Radioactive waste A budget of about 5 MCHF per year is allocated to the management of CERN’s radioactive waste The forecast of all radioactive waste that will be produced until 2034 is available, based on information provided by the CERN groups and experiments (data collection as of December 2015 – Regularly updated) The elimination of radioactive waste is planned such to allow the reception and temporary storage of the forecasted waste produced until the end of LS2 (Goal: elimination of about 3700 m3) Period January - September 2016: for the first time, the amount of eliminated waste (1050 m3) exceeded the volume received (571 m3) 17-19 October 2016 LIU / HL-LHC Cost and Schedule Review Safety : A. 20 LIU Safety Packages A SP comprises a set of systems located in a same location under the responsibility of several groups. The LIU project includes 16 SPs (and 90 WPs). A Safety Package Coordinator (SPC) is appointed for each SP. The SPC is acting as the technical link person for the corresponding SP. A SP does not change the fact that each group remains owner and responsible of their own Work Package (WP), which are covering their equipment or services. 22 Safety during shutdown installation
Documents to be provided by the equipment groups according to the HSE LSA: design compliance, conformity of equipment, procedures (part of the Safety Files of the SPs) Standard CERN-wide procedures applicable (IMPACT, Joint Inspection Visits, TREC, ALARA). Facility coordination meetings at machine level ensure the management of the planning and the coactivity.
