3 Working Group Structure
All organizations have the same privilege to participate – one voice per organization The goal is to strive for consensus and the approach would be to talk things over until general agreement can be reached Items for which there is not consensus will be elevated to the CPUC for resolution

4 MF Working Group Goals Implement and support the MF directives in Decision , Evaluate and assess the MF/ESA program implementation progress Develop and file a Petition for additional MF related studies (i.e., potential study update), as needed Report working group status to CPUC, to contribute to the existing low-income proceedings, Develop a process to gain access to program administrators’ MF program results reporting, including MF customer engagement success using the SPOC (Single Point of Contact) model, This working group will meet quarterly, augmented by ad-hoc meetings to drive results.

9 Appendix: MF Working Group Scope
Meet at least quarterly beginning in 1st quarter 2017. Pacific Gas and Electric Company, Southern California Edison Company, Southern California Gas Company and San Diego Gas & Electric Company shall use the Single Point of Contact model for all multi-family buildings as described in this decision. The utilities shall conduct additional data reporting on non-rent restricted multifamily buildings. The multifamily Working Group shall have access to this reporting information, and shall consider options for addressing other portions of the multifamily sector beyond those authorized today.” (Page 460, OP45) Evaluate the effect of the 65% ESA eligible tenant multifamily common area measure rule on ESA common area measure treatment, and to make recommendations for adjustment if this rule contributes to low participation levels and/or significant unspent fund balances. (Page-194) Monitor data tracking and reporting for non-rent restricted multifamily building stock (by the IOUs) to consider whether or not SPOC is sufficient for treating the common areas of the (non-rent restricted) MF buildings. Reporting shall include assessment of potential savings, verified by AMI data, tracking whether or not landlords are able to finance common area upgrades, tracking as a subset the amount of Willing and Feasible treatment for MF owners. (Page ) Assess the status of utility progress and (MF) program offerings. Make recommendations during the mid-cycle update process and during the next ESA Program Application process. (Page 183) Provide regular updates to the LIOB (in consultation with the Energy Division) and annual reports to the Commission on ESA detailing the progress of deploying the ESA Program to multifamily buildings, and recommendations for program adjustments to accomplish the objectives of the ESA statue, this decision and this commission. (Page 209) Track the "data beyond SPOC" and consult the commission on issues with common-area measure deployment . (Page 209)
