4 Drafting the Specification
A draft specification is submitted with the call for topics submission The SC: Assigns a Lead Steward and Assistant Steward(s) Review the draft specification Approves the specification for 60-day consultation Stage 2

5 Consultation on draft specifications
Whenever IPPC Secretariat deems a good time (typically June and December) Lasts 60 days OCS is used to collect and compile comments Comments solicited from CPs, RPPOs, relevant international organizations and other entities, as decided by the SC NPPOs of non-CPs are not included in the consultation on draft specifications, but they ARE included in consultations on draft ISPMs Stage 2

6 Why is consultation so important?
Member’s opportunity to influence the direction of an ISPM Scope and content of the draft ISPM - should reflect what members want to see in the final standard Opportunity to consult national stakeholders likely to be impacted by the standard All levels of involvement, from the producer to the policy level Collection of experts’ opinions - regulators, industry, other agencies, scientists Hands on experience - real life issues to take into consideration Stage 2

7 Exercises Where would you go to find out which specifications are under consultation? Where would you go to comment on specifications? Lets consider a specification under consultation that involves industry and regulators, for example seeds. Who would you consult in your country? Stage 2

11 What experts are needed?
Members of expert working groups (EWG) Members of technical panels (TP) Authors for diagnostic protocols (DPs) Stage 2

12 What is required? The expert’s skills and experience should match the specific expertise required: See approved specifications for the TP or EWG for the expertise needed See the call letter Strong working knowledge of English Availability to participate in virtual meetings Stage 2

Made by Secretariat to collect nominations Any time of the year Announcement sent to NPPOs, RPPOs and International Organizations Relevant information posted on IPP under IPPC News (Home Page) and Calls Page Stage 2

15 How to make nominations?
Only received by NPPO and RPPO official IPPC contact points to the Secretariat In exceptional cases (refer to specification), invited experts are allowed. The international organization official contact point submits the nomination to the Secretariat All nominations should include: Nominee’s curriculum vitae (CV) Nominee’s contact details and summary of expertise Signed statement of commitment Stage 2

16 Exercise There is a rumor going on to the effect that there will be an EWG meeting in 2013 to work on the seed topic. A call for experts should be made. What do you do? Stage 2

17 Exercise Take the last call for experts made for the TPPT/TPG (July 2012). Note that your SC representative told you that no nomination was made for a French speaking candidate for the TPG. Could you prepare an expert nomination? Stage 2

20 EWG meetings EWG meetings are organized by the IPPC Secretariat often with assistance from a NPPO or a RPPO Meeting costs should be minimal (e.g. administrative, accommodation, travel) Stage 2

21 What is expected from the local host?
Assigns contact point to liaise with the Secretariat Identifies a participant from host country Makes logistical arrangements (hotel, welcoming reception, field trip (if required), meeting room, etc.) Sometimes provides resources (transportation, welcoming reception, etc.) Secretariat provides final approval before arrangements can be made Stage 2

The local host should also: Facilitate hotel bookings (e.g. pre-group booking) and visas Arrange airport transfer between hotel and venue Provide information on transportation, weather, address of the hotel(s) and meeting venue, map, medical information, banking information, etc. Stage 2

23 What physical resources are needed?
A room large enough for the number of people attending Projector and projection screen Computer with internet access Extension cord(s) Printer (connected to one of the meeting computers if possible) Photocopier or an arrangement where to make copies Stage 2

Flip chart and colored markers or whiteboard with erasable markers and eraser English dictionary, copies of ISPMs, CPM reports Laser pointers (2), general office supplies (stapler, paper, pens, pencils, etc.) Coffee/tea making facilities for work breaks if no catering Stage 2

25 During the EWG Select a Chair and Rapporteur
Host country’s representative may fully participate in meeting A contact person from the host country should be available during the meeting to answer any questions, make last minute arrangements and to provide documents or photocopies if required Stage 2

29 Goals and nature of DP consultation of experts
To improve the quality of early stage draft DPs By trying to attract worldwide experts of the pest Particularly those with a special expertise in relation to the pest, but who were not part of the editorial team Consultations at early stages may be: Informal by the discipline lead or authors (via , during conferences, etc.) Through the expert consultation via the IPP Stage 2

May take place for: Very early drafts (not yet seen by the TPDP) Later drafts when additional expert input is necessary At later stages, NPPOs and RPPOs provide comments during consultation Stage 2

31 Exercise Which institutes, universities, societies, etc. would you contact in your country to identify diagnostic experts to be consulted in relation to a specific DP, on a specific pest (insect, fungus, bacteria, virus or plant) associated with a specific host range (e.g. citrus, wheat, forest trees, small fruit, pome fruit and stone fruit, vegetables)? Prior to SC meeting: Reads the drafts Considers the reports of EWG Prepares comments During SC meeting: Proposes any comments or changes to the draft If an SC member is a member of the EWG, explains the draft ISPM and main points of discussion Approves of the draft for first consultation, returns to the EWG/TP, or puts it on hold Stage 2

37 Review of draft ISPMs: Steward responsibilities
During EWG/TP meeting: At the SC meeting (approval for MC): Prior to EWG meeting: Explains standard setting process Explains requirements of the specification Assists with running the meeting Assists Sect Provides guidance to Sect and SC for selection of experts Liaises with Sect (production of papers for the meeting) Assists during discussions on the draft ISPM Stage 2
