WorldBank2017 Introduction and Background The State of Kuwait is located at the Northeast corner of the Arabian Peninsula. Kuwait links between, Iraq, Islamic Republic of Iran and the North West Asian countries in the north, and the Gulf countries and Kingdom of Saudi Arabia in the south, as well as overlooking the Arabian Gulf east ward at its northern peak. The northern and southern boarders are considered as gateways to the future development of the state of Kuwait. WorldBank2017 Introduction and Background The Master Plan of the state of Kuwait is the general framework that defines the objectives and future urban policies that reflect the vision and objectives of the political, economic, social and environmental state on different land uses within a specified period from 25 to 30 years old. 17 WorldBank2017 1. The Scarcity of Land The urbanized area occupies only about 9% of the total area of the State of Kuwait. Provide land spaces for the construction of housing projects, to meet the actual demand (110,000 housing demands, and at an increas rate of 8,000 per year) Remove the conflicts among the government agencies. Liberalization of land from governmental entities (oil, defense, etc.) Dr. Hasan Kamal

Budget and finances: There is no real problem in the budget, but needs a mechanism for disbursement inexecution of projects Find finance mechanism to support Kuwait Credit Bank for self-financing The establishment of a Housing Bank contributes to financing of citizens with low-interest Dr. Hasan Kamal

Projects execution: Limited Capacity of PAHW in the implementation of projects Use of other building techniques to reduce the cost and speed of delivery while maintaining the quality of the implementation of the houses Steel Structures, Precast concrete, Modern techniques, Alternative building materials, Other construction methods Dr. Hasan Kamal

20 WorldBank2017 3. Projects execution: The contribution of the private sector in the process of development - specific and reasonable prices - pre-specified profit margin with PAHW Dr. Hasan Kamal

21 WorldBank2017 4. Legislation and laws: To control the residential real estate prices, and to enable the citizen's with an average income for direct purchase (affordable houses) To reduce the real estate market monopoly To provide more land for direct purchase to increase supply. Dr. Hasan Kamal

22 WorldBank2017 4. Legislation and laws: To control the market of building materials and labors To charge the white land (unused) within the residential areas to be more expensive for monopolies Prevent real estate speculation in the private housing (i.e. sell after # years) Dr. Hasan Kamal

Legislation and laws: To encourage investors and land developers to contribute of solving the housing issue and listen to their demands To Amend investment laws for attracting investors and land developers (local and international) to contribute in solving the housing issue and to benefit from their expertise Dr. Hasan Kamal

Other factors: Provide alternative housing units to suit the needs of small families and lower-income citizens Vertical Accommodation with modern designs and techniques Connected houses Houses with less area and be closer to the capital Educate citizens about the importance of the selection of the optimal alternative housing and the right to family Importance of expediting highways and road network for connecting the new cities and suburbs with the Capital.
