14 Highly Effective State Organization Definitions
STATE ADMINISTERED Highly effective state organizations meet the NCASAA Standards for State Orgs and provide the core services outlined in Standard 1 with the addition of leadership. Ability to assess the state’s current progress in meeting its mission A vision for how the state can meet its mission completely Its application of personal, professional and organizational skills, expertise, relationships, and resources in the service of meeting the mission An ongoing practice of assessing how to continuously improve the quality of services and leadership it provides

15 Highly Effective State Organization Definitions
NGO, LG CAPACITY A highly effective state organization has an extremely skilled board and staff able to inspire an environment which fosters network-wide unity, while providing essential core services, and innovative initiatives within a blueprint for statewide growth. Board of Directors is effective, engaged, appropriate and understands role; comprised of quality and influential members; recognize relationship to local programs; and strives for diverse and inclusive representation Staff is highly skilled, providing effective leadership, and operates with trust, accountability, commitment Able to afford and attract highly skilled and experienced staff Experienced and effective relationship builder Effective and efficient delivery of core services including strong leadership component Embrace organizational values of integrity, transparency, trust, respect, continuous learning and improvement, principles and emotional intelligence, business acumen, and engaged partnership with National CASA to effect branding and excellence nationally as well as foster network wide unity

NGO, SM CAPACITY A highly effective state organization has a skilled and engaged board and fosters collaborative internal and external relationships that advance and strengthen the mission statewide. Healthy, engaged Board of Directors Strong external relationships Some type of state government funding for the state organization Collaborative relationships, support, and engagement between state office and local program staff and board
