2 Health Care Division Overview
Implement a strategy that promotes behavioral health care’s role in population health management; assists members to succeed in the healthcare marketplace; and aligns initiatives with other health systems to promote integrated care and parity implementation. Serves as liaison to state agencies on health care issues Promotes “Population Health” Promotes best practice Informs on health care marketplace changes

4 OUTCOMES Goal 1: Updates to members on changes in Medicaid policy
Conducted Managed medical Assistance Survey to determine issues needing resolution Organized round table discussion with managed care health plans (November 8) Building relationships with state insurance representatives BH Business Learning Collaborative: 3rd party contracting Researched value-based purchasing opportunities Promoted revenue maximization and expansion of service coverage (i.e. detox) and population enhancement through Medicaid Conducted survey on Medicaid rates OUTCOMES Goal 1: Provide information and assistance to members in understanding and implementing population health management process

8 Emerging and Continuing Issues
HEALTH SYSTEMS ARE EXPANDING – HOSPITALS and large health systems ARE acquiring PRIMARY CARE PROVIDERS AND BEHAVIORAL HEALTH PROGRAMS. Large health care structures (ACO) are growing and may be one of the ways healthcare will be managed in future. Tension between seeking to be first class behavioral healthcare company and serving as community safety net company (low reimbursement rates and extensive requirements). Population health management is focus for health care systems. Educational opportunities with primary care providers to understand relationship of substance use and health care problems.

Promote expanded use of medication assisted treatment via white paper Medical doctors; standards of care Courts DCF Recovery community General public Provide information and assistance to members in understanding financing models including value-based purchasing Engaging in those who operate successfully under risk-based system Engaging in health plans Defining costs (actuary?) Per member per month plan Work with state agencies to expand the use of Medicaid to individuals with behavioral health disorders with emphasis on substance use disorders Develop methods to work effectively with community healthcare systems (hospitals) Partnerships/collaborations with FHA, FMA, FOMA PR Campaign, highlighting your “niche” and marketing to health plans Inform on trends in health care Chronic disease group Working with hospitals on their biennial needs assessment as part of ACA compliance Informing on integrated health pilot in Broward; train the trainer

10 Proposed Vision and Mission Statement for Health Care Division
Vision: Position FBHA members as Premier Health Care Leaders in Florida, who specialize in substance use disorder and mental health disorder treatment Mission: Health Care Division will lead change in the Behavioral Health Care industry by: Researching and disseminating cutting edge models as part of the health care system Educating and training companies in new ways to contract for services within the health care system Leading expansion of high quality research-based treatment programs Seizing new opportunities and creating options to expand services and insurance coverage for persons with Substance Use Disorders
