Nyc Build it back RFB Furnishing All Labor and Material Necessary and Required for residential construction services July 24, 2017

Project introduction Hurricane Sandy did substantial damage to homes on Staten Island, Queens & the Bronx. NYCBIB is a federally funded program whose goal is to Rebuild, Elevate, or Rehabilitate damaged homes. SLS is the Construction Manager of the project in coordination with the NYC Department of Design & Construction (DDC) to ensure that all program goals are achieved. The Construction Manager is a privately owned company specializing in disaster recovery operations and was founded in 1995. HRO is the primary agency responsible for administration of the NYC Build It Back Program.

Services to be contracted
The Invitation to Bid is designed to identify construction teams that could be placed to expedite or recover a project to enable home owners to return to their homes as soon as possible. The bid responses will identify labor rates and provide the program with the ability to mobilize assistance in a short amount of time. At this point, there could be multiple reasons for the award to be made on an individual project. There are 14 different opportunities to bid to supply services

Additional program requirements
All contractors are required to be RFAS Approved by completing the following documents for approval: 1ST Tier / 2nd Tier RFAS Application Request for 3 Comparable References PLA Letter of Assent Complete either > 50 Certificate OR Supply and Services Report for Over 50 Employees Construction Employment Report Certificate of No Change Form (VENDEX)

Basics of the RFB The new bid package due date July 28, 2017 at 11:45 a.m. The new Last Bid Inquiry date is July 25th, 2017 at 3:00 p.m. All contracts must be based on the Build it back Staten Island Outer Borough Residential market Recovery PLA and Local 15H Sandy BIB Agreement 2016 available in the SLS Dropbox. The bid bond will be based on capacity identified by the bidder multiplied by the rates they provide in the bid. If the capacity of the bidder exceeds the $150,000 threshold a bid bond is required. Once the $150,000 threshold is reached based on contractor’s capacity, a 5% bid security must accompany the bid.

Program Requirements VENDEX forms are required to be completed and submitted directly to Mayor’s Office of Contract Services. Link to form below: Licensed in company trade, if required by law. for prequalification lists (PQL) No Tax, violations, and/or labor restrictions.

Scope and TIming Residential Elevation, Rehabilitation and Reconstruction Successful bidders should plan to start work within five (5) days of contract signing and not later than 7 days after contract is issued. If the successful bidder is unable to begin within the time frame, the program reserves the right, but is not required to, go to the next available bidder The successful bidder should demonstrate an ability to work on multiple sites concurrently with all sites making meaningful construction progress on a daily basis. Time is of the essence in this procurement When a Scope of Work is finalized on a BIB home requiring the services identified in this bid, a Not to Exceed (NTE) contract will be awarded to the lowest bidder with available capacity to timely complete the work. The contract will include language that all work (including labor, material and equipment) must be completed within the agreed NTE contract award cost and contractor exceeds the contract amount at its own risk There is no guaranteed minimum amount of work to be awarded

Value of the contract The value of the contract will be dependent on the contract issued at the time of the performance of the work The actual amount of a contract is not know at this time The basic formula for the Not to Exceed Value contract will be: (hourly rate x hours per trade) + actual cost of materials (no mark -up) + equipment cost = value of contract No change orders are allowed on the contracts—a new contract will need to be agreed to if the work exceeds the contract value

Payment Processing Each contract may be part of the scheduled payments above or could have its own schedule that will be part of the contract. As the specific scopes of work and contract values are unknown at this time, the milestone payments will be negotiated on a case-by-case basis dependent on the work to be provided.
