The National Electronic Health Records (EHRs), known as The My Health Record, was launched on 1 July 2012 The “Hôpital numérique 2012–2017” program was implemented as part of a strategic plan to modernize health information technology (HIT) The National Electronic Health Records (EHRs) is introduced in 2007 EHR is obligated to use in all healthcare facilities – primary, secondary and tertiary Hôpital numérique including the promotion of widespread electronic healthcare records (EHR) use Only pharmacies use electronic information systems Daily emergency telemedicine is performed by SAMU (Accident and Emergency) Regulator Physicians Electronic information systems use laboratories, pathology, pharmacy and PACS ICT-assisted functions : electronic medical billing systems and supply chain management information system ICT-assisted functions : electronic medical billing systems, supply chain management information system and human resources for health information system Australia has established the telepsychiatry program at national level, and the teleradiology is piloting at national level -Teleradiology at regional level -Telepsychiatry at regional and national level. -At local level, the teledermatology, telepathology and remote patient monitoring is in pilot phase

7.5 % of GDP on education (highest in EU) -93 Public Health Bachelor's degrees programmes -147 Public Health Master's degrees programmes -only 3 universities that offer PHD programmes in public health -47 faculties in the field of medicine -The professional programs in medicine, dentistry and pharmacy all begin with a common year of health-related study. After the first year, students must sit for a competitive examination. -31 different bachelor programmes in public health -13 master programs -2 PhD study programmes -The network for nurse education is wider, and does not exist clear data about programmes specially in public health 4 public health educational institutions organise short courses to give access to raise awareness, improve knowledge and have up-dated professionals in healthcare systems. Medical study is grouped into three cycles. The first medical cycle requires two years of study, one of which is the common year. The second cycle requires four years of study. The third cycle varies in length depending on the program chosen. The Finnish educational system is recognized as one of the best in the EU, but the one that does not use much ICT in learning all universities which organise short trainings for professionals use, for that purpose use e-learning platforms Some of programmes in public health are online. The special difficulty to completely organize distance learning in public health is the need of practice for students. Two master programmes in public health offer completely remote studies only two Master programmes that are completely remote, both at Australian Catholic University The Department of Information and Communication Technology in Education (SDTICE) is in charge of coordinating IT development in education The medical institutions organise constant trainings for health professionals, as well for education of general audience about preventive medicine

it has begun with activities on the development of health information system Initial activities in the development of ICT support related to covering the functions of: financial operation of the Health Insurance Fund, and monitoring the consumption of medicines in the Public Pharmacy Institution “Montefarm”. Basic concepts of the system are implemented by development and implementation of integrated health information system.

Integrated health information system in Montenegro includes: information system of the Health Insurance Fund information system of primary health care information system of pharmacy activity information system of dentistry health care in primary level information system of general hospitals information system of the Institute for Emergent Medical Assistance information system of the Blood Transfusion Institute information system of the Institute for Public Health information system of the Agency for Medicines

Introduction of electronic service (e-health) in all levels may significantly contribute to the functional system advancement , the quality improvement, continuity and availability of health care For introduction of e-health it is necessary to set up functional electronic card of a patient Current IT solutions must be improved through the development and implementation of electronic services –e-prescription, e-scheduling, e-referral, e-guidelines of prescribing, e-clinical guidelines, e-medicine lists and e- application

Introduction of telemedical services in certain health activities: cardiology, radiology, emergency medical assistance

National legislation of higher education in Montenegro do not recognize e-learning as separate learning method All three Universities use e-learning in teaching process In Montenegro, the use of e-learning is most similar to the blended learning The universities generally use Moodle platforms for e-learning or develop their own software infrastructure/learning management systems

The purpose of e-learning usage at Montenegrin universities is: establishment better collaboration between students and teachers; (easier) distribution the various types of learning materials to students; faster delivery of learning materials; following students work and improvements

In all strategic documents and future plans, it is stated that the universities will strive to optimise the e-learning usage in order to: create personalized learning (adjusted to the needs and preferences of each student) support evidence-based learning promote practical work and learning reduce learning time reduce costs significantly reduce their carbon footprint

In order to ensure quality and enhance e-learning methods in education process, universities have implemented several projects: Tempus project “Enhancing the quality of distance learning at Western Balkans counties - HERIC project “The development of a framework for the provision of quality control at the University of Donja Gorica” - HERIC project “Enhancement of ICT infrastructure at the University of Donja Gorica” -
