12 Health Insurance It is critical that health systems improve programmes that protect poor households from catastrophic health expenditure and assure their access to health services In many countries, health insurance makes a big difference for people in terms of: Their access to health services The financial burden of paying for health services This section determines: Who in the household is covered by health insurance What kind of health insurance they have How much they pay for any voluntary health insurance, and Whether they are covered directly or only because of their relationship to someone else in the household.

14 Permanent Income It is imperative to have comparable and reliable data to identify the poor and analyse health and health related data by income levels and groups People’s consumption depends on what they expect to earn over a considerable period of time. Consequently, people smooth out fluctuations in income and attempt to maintain a fairly constant standard of living even though their incomes may vary considerably from month to month or from year to year. Reliable measurement of income and expenditure through household surveys typically requires lengthy modules with detailed questions. As a result, WHO has developed a method of measuring permanent income using information on ownership of durable goods, access to services, and other household characteristics building on the experience of other surveys such as the DHS and the LSMS. The questions are relatively brief and simple, and the resulting estimates of permanent income show a substantial degree of correlation with total income and expenditure reported by households.

16 Household Expenditure
It is necessary to improve national health accounts data especially with regard to out of pocket expenditure Identifies how much households spend on health care and how many face catastrophic expenditures as a means to identify pro-poor policies It provides more information on health care spending than other health surveys, but because of time constraints it cannot provide as much detail as is found in typical expenditure surveys. The questionnaire does not force consistency between the responses to questions so that, during analysis, statistical methods can be used to evaluate how recall bias differs across questions and to select the most reliable figures. The expenditure information also provides an alternative way of estimating or validating permanent income data

18 Health Occupation Decision makers need baseline data about the numbers, skill mix and distribution of health care workers for monitoring trends and for comparisons with other situations for human resource policy planning In all countries, the health sector is a major employer and human resources account for a high proportion of budgets assigned to the health sector. The purpose of this module is to help countries to identify appropriate human resource interventions by establishing a profile of the current health workforce.
