Background CFS are an important component of the Health Services. Provide access to vital Aids & Appliances to support care plans. Facilitate hospital avoidance and early discharge. Ensure the quality of life of individuals living with medical conditions can be maximised. Primary Care Division

In order to ensure the ongoing development and quality of these schemes the HSE has established the National Service Improvement Programme for CFS. This Programme has the aim of improving the quality and sustainability of the CFS through the establishment of: National Standards Equity of Access Value for Money Functional Processes Management System to ensure compliance Primary Care Division

CFS have been sub-divided into the following work streams: Aids and Appliances Respiratory Therapy Products Orthotics, Prosthetics, and Specialised Footwear Incontinence Wear, Urinary, Ostomy and Bowel Care Nutrition Bandages and Dressings Primary Care Division

A National Multidisciplinary Working Group has been established for each of the work streams and Terms of Reference have been agreed upon covering: National Standards Procurement Process Data Management Asset Management Primary Care Division

National Standards: National Approved List of items Prescribing Guidelines, Clinical Criteria Prioritisation Tool Standard Operating Procedures Procurement Process: Specification of all approved items Contracts/SLA in place, Communication of contracts Primary Care Division

In order to oversee the functioning of and coordination between these separate Working Groups a CFS Governance Group has been established. The Group is accountable to the National Director Primary Care and provides the assurance that the objectives of the CFS Service Improvement Programme are being achieved. Primary Care Division

Why? The purpose of the Group is to: Ensure the development and quality of services Provide a service user focused, equitable, safe & transparent service, regardless of where you live. Ensure Standard Operating Procedures are in place across HSE. Ensure formal Clinical Indicators and Guidelines are in place for Clinicians and Administrative staff Ensure the HSE meets its legal obligations to have formal arrangements in place with suppliers. How? Approved List was formulated from existing equipment currently in use with service users. This formed the basis for 6 categories of products. Oxygen Ventilators Airway Clearance Nebulisers Tracheostomy and Laryngectomy Monitoring Equipment Primary Care Division

13 Benefits to Service Users
Community Funded Schemes (CFS) Benefits to Service Users National Standards in Place Equity of Access to Products and Services Standard Operating Procedures will improve the approval and order process. There will be uniformity of equipment and service provision regardless of where you live. Support Admission Avoidance Facilitate quicker discharge from hospital. There will be formal agreements in place for provision and maintenance of equipment. Service User Support Centre including a free phone number will be provided. All support services will be provided to Clients when on holiday in the Republic of Ireland. Primary Care Division

Set-up and Training All equipment must be installed and ‘patient ready’ with full onsite training provided to patients, families and carers, as appropriate, by certified trained staff. Company will provide at least one follow-up call after initial set-up and training. Company will provide appropriate clinical support as required. A 24/7 support telephone on-call service will be available to support products supplied. All trainers/engineers will be fully Garda vetted. Primary Care Division

Safety Rental equipment supplied will be repaired or replaced within 8 hours from time of notification. Respiratory Therapy equipment supplied will be serviced in accordance with manufacturer’s specification. Company will have documented business continuity plans, or contingency plans, in place for events such as adverse weather, flu pandemic, manufacturer/product supply issues. All support services offered by the Company will be consistent for all HSE areas awarded. Primary Care Division

Procurement Process HSE currently spend circa €25million per annum on Respiratory Therapies. HSE are legally obliged to have formal Service Agreements in place with Suppliers. Under the Terms of Reference the Group are required to put formal arrangements in place. Contract will be awarded for 3 years with a possibility of a 2 year extension. Primary Care Division

19 Expression of Interest
Community Funded Schemes (CFS) Expression of Interest Expression of Interest is live on eTenders until Friday 28th October 2016. This process allows companies to express their interest in winning the tender. This Expression of Interest covers the following therapies; Lot A – Ventilators (NIV & IV); Airway Clearance; Nebulisers, and associated consumables, patient service and monitoring equipment Lot B – Oxygen Products & Services; Oxygen Concentrators & associated consumables. Geographical Split The contract awards for each Lot will be split on the basis of groups of Community Healthcare Organisations as follows: Area (A) - CHO1, CHO8, CHO9. Area (B) - CHO2, CHO3, CHO7. Area (C) – CHO4, CHO5, CHO6. Primary Care Division

22 Why did we choose this split?
Community Funded Schemes (CFS) Why did we choose this split? 3 Geographical area’s. Rural/Urban mix in each area. Similar population in each area. From a servicing perspective it is preferable to have a North/Mid/South split. The tender process will provide equity across the HSE, regardless of where you live. Primary Care Division

Transition Period The HSE recognise and are committed to allowing an appropriate period of time to facilitate the transition from old supplier to new supplier, in the event that this is required. We acknowledge this may be a concern for patients who may be affected by a change of supplier. Where new equipment is being provided to patients, it will be to the highest manufacturers standard. We are committed to ensuring that each patient is fully trained and comfortable with their new equipment and service. Primary Care Division
