5 Current Disaster Database in VietNam
CCFSC website ( sharing information about disaster among the government, international organizations and community. All of historical disaster data from 1989 to 2009 was posted on this website DANA Solfware(2006): supported DDMFSC (SO of CCFSC) to manage disaster data. However, due to some limitations in terms of technical issues such as: not suppoting multi-users, not sharing information throught website, DANA hasn’t brought into play its efficiency and need to be upgraded.

Funding Source: UNDP Objective: upgrade damage and need assessment through the improvement of tools and reporting methodology Deploy: 3 pilot provinces. Cao Bang, Binh Thuan, Can Tho Data collection is based on: Information about disaster impacts Information about local resources such as human, capacity, equipments, vehicle, food and reserve of clean water... emergency relief needs

Key components: Database Disaster database Geographic Information Systems/Remote sensing Utilize the mobile communication technologies for real-time data transmission Early warning system

Methodology: Database Early warning data and SMS data sent through the mobile phone will be collected into a disaster database, all of data can be display visualisation on the map.

Component 1: Disaster database Pre-disaster: baseline data about the country and risks Post-disaster: real-time data about the impact of a disaster and the resources available to combat it

Component 2: GIS/Remote sensing Based on base map layers (the administrative border, hydrography, Logistics and Transportation Routes), develop some map layers relate to natural disasters such as dyke structure profile, places effected by disaster in the past, hazard map. Map will also integrate with Google Earth and can be show online.

Component 3: Utilizing telecommunication systems to transmit real time data An SMS application will be developed to support for this component. When disasters occur, the internet can’t be used. SMS is a perfectly suitable technology because mobile phone is a device that is brought most of the time of each individual. Component 4: Early warning system Based on the disaster data collect from equipment or anywhere, DMIS will support decision making to deal with natural disasters.
