5 1. Introduction In order to design a Measurement, Report and Verification (MRV) system for energy efficiency measures in public buildings in Guyana, it is necessary to design and establish an overall framework for the MRV system of all the measures to be implemented in the Energy sector, either for energy supply as well as for energy demand. As the scope of the current consultancy is narrow down to energy efficiency measures to be implemented in public buildings, the consultant elaborated initially a MRV framework for all the energy efficiency measures that could be implemented in the public buildings and which stemming from the Energy Audits (EA) conducted in the public buildings of Guyana.

6 1. Aim Within the objectives of the MRV system is the accounting process of the reductions of GHG emissions and the fulfilment of the sustainable development objectives. The evaluation of this accounting process includes a double verification system: an internal verification, named as “national verification” and an external verification, called as “international verification” by an independent party in order to enable a truthful and certified way of demonstrating the efforts of the country regarding GHG emissions reductions as part as its NDC commitment. This MRV system is a climate change instrument applied to the energy sector as a mitigation measure. To improve the energy sector and to conduct the follow-up process within the value chain, is necessary to include ER programmes, substitution or improvement of fuel oils, energy efficiency and others.

7 2. MRV system This MRV system is a climate change instrument applied to the energy sector as a mitigation measure. To improve the energy sector and to conduct the follow-up process within the value chain is necessary to include ER programmes, substitution or improvement of fuel oils, energy efficiency and others. In each of these, it should be incorporated the different measures that are viable to develop considering the territorial specifications, access to technology and economical factors.

MRV system In the specific case of the energy audits in public buildings and the implementation of recommended EE measures, this option tree can be individualized and adjusted to reduce energy in schools, offices and medical centres. On the supply side, the EE measures are restricted to auto-generation systems such as PV, diesel or hybrid motors. On the demand side, they are limited to technology substitutions for air conditioning (11 SEER, 12 SEER, 16 SEER, …), refrigeration and chiller units. Regarding lighting, a sub-division is made for the interior and exterior illumination ((T8, CFL, LED, sensors), computer equipment (energy star), and finally electric appliances and medical equipment (codes, standards, labelling).

11 2.1 Sources of information
Within the relevant aspects to be considered for the functioning of the MRV system is the flow of information and the actors involved in the provision of statistical data in order to create a database for the defined objectives. The entry of information, considering the type of information required and under the criteria to privilege the primary source of information, the following institutions were identified: Energy consumption data Data on the audited infrastructure Data on the infrastructure with EE measure implementation Data on Grid Emission Factor

12 2.1 Sources of information
Energy consumption data. Two institutions were identified that according to their area are the ones responsible for providing energy to the different consumptions sectors: the electricity companies that know and register the consumption of energy in an individualized form and the respective energy tariff. In the case of the national electric system it is Guyana Power & Light Inc. (GLP). In the case of the hinterland, it is Hinterland Electricity Company (HEC), which is in charge of the administration of the electricity operations in the seven isolated systems. These two institutions would be the ideal ones and would be in the condition to provide the information of energy consumption in the public infrastructure on a monthly or annual basis (this information is normally consolidated on a monthly or annual basis).

Data on the audited infrastructure: This information is available at the EE Office, namely the GEA and should be compared with the entry of the information provided by the electricity companies. According to the defined programme of each institution, this could be done on a monthly, inter-monthly or annual basis. This information requires internal follow-up, due to the fact that the system is focussed on the implementation measures such as energy saving that imply a reduction of GHG emissions.

Data on the infrastructure with EE measure implementation: This information is also registered in the EE Office (GEA), whose database should include the qualitative and quantitative specifications of the implemented measures (number of substitutions and technology: lighting, AC units, others). These infrastructures should be accompanied and classified by the information provided by electricity companies. According to the defined programme of the institution, this could be done on a monthly, inter-monthly or annual basis.

Data on Grid Emission Factor: This information is the result of the analysis and calculations conducted on the energy matrix (energy supply) in terms of capacities and composition of renewable and non-renewable energy sources (type of energy source). The information of the electricity companies, the GEA has the basis for the calculations. This data should be compiled annually.

20 Section 3 – Timeliness of Information, institutional setup and proposal of the MRV system

21 3.1 Timeliness of information
The timelines of information or frequency of requested information depends on the objectives for its use and the availability of information. There are three large requirements: Measurement and Monitoring: with the objective of measuring the impact and the possible improvements required, it is necessary to conduct a follow-up and monitoring process on the behaviour of the infrastructures where the EE measures were implemented. Furthermore, it is necessary to continuously evaluate the behaviour to detect the levels of reductions in energy consumption, and how it behaves along time, whether an eventuality or sustainability can be noted. This monitoring could be developed on a monthly basis.

22 3.1 Timeliness of information
GHG emissions reductions calculation: a natural restriction exists in the periods for the implementation of these calculations for the MRV system. The reason is that the grid emission factor is calculated on an annual basis. Therefore, the entry of energy information needs to correspond to the same time period. Consistency of information: the quality and consistency of the information is the basis to ensure the validation of the system and its results. The behavior of the monthly registered information allows identifying any error or deviation in the tendency that could be rectified without having to wait for the annual information to come in. Thus, a delay in the presentation of results due to the identification of the error could be avoided. If the registered information is evaluated on a monthly basis, the annual registration of information would be clean.
