1 Health in Prisons – A WHO guide to the essentials in prison health NDPHS meeting Paris, June 2007 Dr Lars Moller, PhD World Health Organization Regional Office for Europe Distinguished Delegates, Ladies and Gentlemen, I have the pleasure to address the Health in Prisons Project on behalf of WHO. Health in Prisons is an issue of great value for public health and in this presentation I will cover some aspects of relevance for the project especially the epidemiology of HIV/AIDS. Furthermore I will mentioning some of our plans for the coming year.

2 Establishing a Monitoring Mechanism on Prison Health Indicators and Health Determinants
The project started officially September 2005 with grant from Public Health Programme Partners involved: EMCDDA ENDIPP (Cranstoun Drug Services and WIAD)

3 Activities To establish an information/surveillance system on prison health, leading to a greater understanding of the incidence/prevalence and spread of disease and ill-health in prisons and between prisons and the society. To establish an European Network of national experts on prison health in order to facilitate the implementation of a data collection procedure. To support and encourage EU Member States, applicant and neighbouring countries to implement a system to monitor prison health.

4 Activities To develop evidence-based guidance on cost-effective disease control and health promotion in prisons as part of national strategies for public health protection and promotion. Develop an early warning system on communicable diseases and changes in psychotropic drug use in prisons in order to protect public health.

Pilot Study in five Member States (Estonia, Latvia, Lithuania, Romania, Portugal) Update of questionnaire Tested in 9 EU Member States Network meetings, October 2005 and October 2006 More than 200 indicators On-line data entry system developed System for presentation by countries or in tables/graphs/maps developed

9 Who this guide is for? This guide has been created for everyone who works in a prison or has a part to play in promoting the health of prisoners and/or staff Everyone has a part to play to make prisons healthier places for both staff and inmates and to ensure that health protection and health promotion activities in prison can be successful Applying the recommendations of the guide will produce a healthy prison with satisfying roles for staff members and a marked reduction in the harm that imprisonment can create.
