UPDATE ON TOOLS, PROCESS, AND ACCESS FOR PRELIMINARY DAMAGE ASSESSMENTS The FEMA Recovery Directorate is developing a broad-based damage assessment process that embraces all levels of emergency management and empowers them with the information and tools necessary to collect, verify, and validate PDAs consistently. PDA TOOL UPDATES: Currently, the PDA team from FEMA Recovery are working to develop technology solutions that promote consistency in data collection between PDAs in a PDA pilot project By supporting the procedures outlined in the Damage Assessment Operations Manual for Joint PDAs and validation, these PDAs are being collected utilizing the FEMA Survey 123 Form (ESRI) Alongside the Survey 123 Form, two products have also been produced for PDA’s: the Smart Form (XLS) and the Data Schema (both for SLTT partners whom do/do not have ESRI accounts) Additionally, a PDA Dashboard is in development which will allow for the aggregation of the Damage Assessment data collected and export reports commonly needed to complete a Regional Administrator’s Validation and Recommendation (RVAR) To date, the FEMA PDA Survey 123 Form has been tested in the following states: Texas, Louisiana, Georgia, New York, California, Nevada, Oklahoma, Michigan, and others The PDA Survey 123 Form is currently being tested side by side with traditional methods. HOW GEOSPATIAL DAMAGE ASSESSMENTS SUPPORT RECOVERY EFFORTS – PAST AND FUTURE How have geospatial damage assessments been used to support recovery efforts for prior disasters? Structure by structure assessments – Affected, Minor, Major, Destroyed Aggregated to multiple geometries – county, 1KM, 5KM, 10KM USNG Used to support declaration decision Supports field operations – DSA, IA Inspections, etc. Compared to IA applicant density Compared to NFIP data in flooding events Inaccessible analysis (transportation outages, flooding) DR-4277-LA – modeled depth grid for flooding was used to determine IA applicants experiencing a specific depth of water to get rental assistance What is the future vision for using geospatial damage assessments to support recovery? Continuing structure-based assessments to include modeled and observed analysis to support IHP Additional focus on Inspections criteria to support expedited payment to IA applicants May adjust the damage classifications to account for uninhabitable (damage or inaccessible) and destroyed These categories have most potential to lead to expedited payments to individuals Validation of Debris models using geospatial damage assessments and actual debris amounts pulled from old system RECOVERY REPORTING AND ANALYTICS DIVISION
