You are actually on an 8 year contract. Inform the Marines that the balance of their contracts will be time spent in the IRR. Example: 4 years + 7 months (DEP) = 3 yrs 5 months Reserve obligation in the IRR. - Inform them that during their transition period or any time in the IRR they can make the decision to transition to a reserve unit. - Depending on where they are separating to, they can talk with ALL reserve units in their new relocation city and make an informed decision to which unit they choose to join. -Choosing the best unit for their new situation will best serve their personal interests and goals and the Marine Corps. - Explain that if they have time left on their initial 8 years that they are ON contract and transitioning to a reserve unit does not mean they have to sign a new contract. Simply stated they are staying on their same contract. The IRR is the default but you may have the choice to join the SMCR or IMA. Make an informed decision!

Enlisted are automatically transferred into the IRR Non-Career Designated Officers are automatically screened for a Reserve Commission Career Designated Officers must take positive action to request a Reserve commission when submitting for resignation Obligated Service Complete: Enlisted- reenlist for 1 year in the IRR while on active duty no less than 30 days prior to EAS “TFRS Message T0109” Reenlistment Code RE-1A, 1B, 1C, 3N, 3O, 3S and 3V. Officers- submit for resignation “with a Reserve commission” - Their 8 year initial contract is referred to as their Military Service Obligation (MSO). - An officer must submit a resignation request letter with a reserve commission or they will lose their commission all together upon EAS. For Enlisted beyond 8 years STRESS the importance of extending their IRR time for 1 year utilizing their current career planner and Total Force Retention System (TFRS) message T0109. Reference MARADMIN 080/11 and 356/12 for reserve commissions. - Talk about how it can be difficult to be reappointed to the SMCR… the best option is to keep your options open and stay active (at a minimum, consider PME and/or MCIs to ensure satisfactory years). - Officers who have obligated service are SCREENED for a reserve appointment, but are NOT guaranteed they will be offered one. - STRESS that it is a long process to have your commission appointed back to them if they chose not to receive a reserve appointment when separating from active duty.

Reserve Component Categories
Total Force Active Component Marine Corps Reserve Component Marine Corps Ready Reserve Standby Reserve Retired Reserve Selected Reserve (SelRes) Individual Ready Reserve (IRR) Fleet Marine Corps Reserve Active Status List (ASL) Retired Reserve Awaiting Pay Selected Marine Corps Reserve (SMCR) Overview of the Categories of the Reserve Component in order to frame the brief for those unfamiliar with the various service categories within the RC. Total Force = combination of Marines (both AC and RC), retired military personnel, DOD civilian employees, and DOD contractors. The Total Force consists of effective integration of the AC, the RC, DOD civilian workforce and contractor support. Simply put, the Total Force is the full-force of the Marine Corps’ lethality and sustainability to wage war or respond to national contingences (it is the sum total of all Marine Corps assets that support the country’s National Defense Strategy. The Active Component, sometimes referred to “regular” and sometimes just called “active duty,” is the part of the Marine Corps serving on active duty 365 days a year. The AC is the most ready component and also the most costly portion of the Total Force. Thus, the AC has expanded and retracted over time in response to both internal and external challenges. The RC is not as straight forward as the AC. The RC is stratified (largely by readiness expectations) and organized into three primary categories: the Ready Reserve, the Standby Reserve, and the Retired Reserve. Each is further subdivided. 1st mouse click The Ready Reserve is comprised of the Individual Ready Reserve (IRR) and the Selected Reserve (SelRes). 2nd mouse click Marines in the IRR do not have billets and are a collective pool of manpower that can augment and reinforce the AC and RC at a time of large-scale Presidential Recall. 3rd mouse click The SelRes is comprised of Selected Marine Corps Reserve Units (SMCR) which includes trainees undergoing initial active duty for training, Individual Mobilization Augmentees (IMA), and full-time active duty support of the Reserves known as Active Reserve (AR). 4th mouse click The Standby Reserve is comprised of those reservists considered key federal employees and officers beyond their MSO who have elected to remain affiliated with the reserves in a reduced readiness capacity. The Standby Reserve is very difficult to access for mobilization purposes (essentially full mobilization in the event of war or absence of any Ready Reservists who can perform a particular function or provide required skills). 5th mouse click The Retired Reserve is comprised of retired service members (whether retirement was earned through active or reserve duty). The Retired Reserve is further stratified for readiness based on the length of time since retirement, previous component, medical readiness, and other considerations. Prioritization of Readiness: Ready Reserve, Standby Reserve, Retired Reserve Yellow Boxes = Categories comprised of Marines who are eligible to participate depending on their category (i.e. drill for pay and points, drill for participation points only, volunteer for Active Duty Operational Duty (ADOS) orders that are temporary in duration, compete for promotion, etc., which will be explained in further detail in subsequent slides) Reference: DoD Directive Inactive Status List (ISL) Retired Reserve In Receipt of Pay Individual Mobilization Augmentee (IMA) Regular Retired List Active Reserve (AR)

The Total Force The Reserve Component represents 37% of the total
Identify the Reserve Components by name and acronyms. Individual Ready Reserve (IRR) Largest population of Marines besides Active duty Marines. Selected Reserves (SELRES). Selected Marine Corps Reserve (SMCR) and Individual Mobilization Augmentee (IMA). Active Reserve (AR) Make sure the audience has an understanding that the reserves are an operational asset of the Commandant. Ask for a show of hands how many of the Marines have served with a reserve Marine either in garrison or deployed. Percentages are calculated based on manpower data as of provided in the July 2016 MARFORRES Communicator: The Reserve Component represents 37% of the total force & is considered an OPERATIONAL ASSET of the Marine Corps

Individual Ready Reserve (IRR)
Comprised of Marines who have Obligated Service remaining or have agreed to extend/reenlist into the IRR You have a chain of command: Marine Corps Individual Reserve Support Activity (MCIRSA), Force Headquarters Group, MARFORRES No obligation to drill, but may be required to muster once a year Can volunteer for mobilization; or short term orders (both paid or unpaid-for points)

IRR Promotions Enlisted Marines must earn at least 50 participation points in the previous Anniversary Year Complete all PME for grade PFT/CFT: LCpls and Cpls must have a PFT and CFT within 2 years of promotion Sgt & above: Maintain PFT/CFT, submittal of a photo is Highly Recommended BOTTOM LINE….STAY READY! Staying competitive for promotion is relatively straightforward. Be PME complete, have current scores/photo and track your fitreps (SNCOs and officers).

Service Limits for Reserves
Cpl = 8 years Sgt = 13 years SSgt = 20 years GySgt = 22 years MSgt/1stSgt = 27 years MGySgt/SgtMaj = 30 years * Satisfactory Years ONLY * Only rank affected by recent changes to the Active Component Enlisted Career Force Controls (ECFC) are Sergeants. Sgt’s can continue their career in the reserves that were affected by ECFC. Officer service limitations are the same for Active and Reserves. Active Component promotion passes do not transfer to the reserve component. Meaning if you were passed on active duty and decide to transfer to the reserves you will have no passes in grade.

15 membership points per Anniversary Year earned automatically Marine Net courses = 1 point for every 4 hours in syllabus ADOS orders or Reserve Counterpart Training = 1 point per day while on orders Funeral Honors Duty (FHD) = 1 participation point per day and $50 per funeral 50 points per Anniversary Year = “Satisfactory Year” for retirement purposes Numerous ways to earn points, Explain ways to earn points to add to their 15 membership points that will enable them to earn a satisfactory year

Discuss reasons to stay in IRR. Provide an example such as a Reserve Marine who will not be able to attend drills while in the Police / Fire academy. As long as this Marine stays in the IRR he can reaffiliate with a unit once the academy is completed. Falling off contract becomes an automatic HQMC waiver to re-enter the service. Failing to maintain a commission will result in needing to request for re-appointment A member must be in the IRR in order to participate in the Selected Reserves. By going through the IRR chain of command a member can volunteer for orders.

Selected Marine Corps Reserve
The “Main Effort” of the Marine Corps Reserve Offers the best opportunity to serve in a traditional unit setting Reserve Sergeant Reserve Staff Sergeant Teacher Highlight the SMCR as the best place to start your reserve career because it offers the best experience and creates the greatest number of future opportunities. This is what you know as the traditional Reserve Marine, one weekend a month and two weeks of Active Duty Training during the year. Bring your Active Duty skills, experience and leadership to a new unit Network of fellow Marines supports you in your next phase of life. Deployment deferment options according to US code Title 10. Annual training is an opportunity to train away from the Home Training Center. In the event of mobilization or extended active duty periods (180+ consecutive days), you are entitled to transition readiness assistance (VOW to Hire Heroes Act of 2011 [VOW Act], outlined in MARADMIN 384/14). In addition, the Uniformed Services Employment and Reemployment Rights Act of 1994 (USERRA) is a federal law that establishes rights and responsibilities for uniformed service members and their civilian employers. USERRA affects employment, reemployment and retention in employment, when employees serve in the uniformed services. USERRA also prohibits employers from discriminating against past and present members of the uniformed services, and applicants to the uniformed services. The Employer Support of Guard and Reserve (ESGR), a Department of Defense office, was established in 1972 to promote cooperation and understanding between Reserve Component Service members and their civilian employers and to assist in the resolution of conflicts arising from an employee's military commitment. SMCR Open to most MOS’s Chance for acceptance in Lateral Move Program
Eligible billets may receive an affiliation bonus. Typical affiliation bonuses $15,000 for Corporals and Sergeants $20,000 for Staff Sergeants/Staff Sergeant Selects $10,000 for Ground Company Grade Officers $10,000 for Aviation MOS Captains and Majors $20,000 for Forward Air Controllers and Air Officers Reserve Component composite score points bonus Information can be found on: Retraining is available to Sgt’s and below with 2 years or less of Time in Grade, and Captains and below. Select MOS’s are available for SSgt’s and Majors to retrain to. Must be qualified according to the MOS manual to retrain into an open billet at a reserve unit and attend the MOS producing school. Can request a school date 12 months after joining the reserve unit. Receiving a bonus or retraining will obligate you to a pre-determined obligated contract to the SMCR unit. If a transfer to the IRR occurs before the 36 months the member will repay a prorated amount of the EAB/OAB. The pay amounts are accurate as of the FY 2015 pay table. Drill weekend the Marine will be paid 2 days of active duty pay for 1 day of reserve work. Cpl’s and LCpl’s receive 60 composite points towards their promotion with one year of obligated service.

Reserve Officer Commissioning Program Less than age 30 w/ bachelor degree Meritorious Commissioning Program -Reserves 75 college credit points or an associate degree Warrant Officer Reserve Program Sgt or above with at least 8 years of service and have served in SMCR/IMA for at least 1 year. Opportunities exist to become an officer in the Reserves, all programs are explained on annual MARADMINS.

Direct Affiliation Program
Allows transitioning Active Duty Marines opportunities to affiliate with a SMCR unit following the end of active service. Request can be submitted as early as 120 days and no later than 30 days from EAS. Eligible for the Transition Assistance Management Program (TAMP) Tricare Provides 180 days of additional transitional health care benefits to help Service members and their family transition to civilian life. You may apply for Direct Affiliation through your Career Planner or local Reserve Transitional Coordinator (RTC) -Direct affiliation (DAP) is outlined in MARADMIN 419/13. -Active Duty Career Planners and Reserve Transition Coordinators are able to process direct affiliation packages. Major DAP qualifiers: - Tier 1 or 2 -no fitrep dategaps -current PFT and CFT Local RTC are listed at the end of this brief.
