3 Article 43.1 of the National Agreement states
“should any part of this Agreement or any provisions contained herein be rendered or declared invalid by reason of any existing or subsequently enacted legislation or by a court of competent jurisdiction, such invalidation of such part or provision of this Agreement shall not invalidate the remaining portions of this Agreement, and they shall remain in full force and effect.” In other words, Congress can change, or even eliminate our collective bargaining agreement!

4 List of harmful Congressional proposals aimed squarely at us:
Elimination of official time (or time spent on the clock to do union business) No union representation for new employees Raise FERS retirement contributions to 6.8 percent of base salary (up from 0.8 percent now) over six years for those hired as career employees before This would result in an approximately $3600 a year pay cut

5 List of harmful Congressional proposals aimed squarely at us:
Eliminate FERS Special Retirement Supplement for FERS retirees staring in FY 2018 Change retirement calculation from high-3 to high-5 COLAs for CSRS retirees to be cut by 0.5 percent each year from what it would have been otherwise COLAs for FERS retirees to be eliminated completely

6 List of harmful Congressional proposals aimed squarely at us:
Eliminate pensions for new career employees Increase amount postal employees pay for health insurance to what other federal employees pay Raise full Social Security age from 67 to 69 for those born after 1968 Change Consumer Price Index to a chained CPI

7 List of harmful Congressional proposals aimed squarely at us:
Under budget rules, the USPS would go from “off budget” to “on budget” Adoption of Holman Rule-Congress could cut salary to one dollar a day Cut rate of G Fund to 0%

8 List of harmful Congressional proposals aimed squarely at us:
A-76 memo (1966)-privatize as much as possible-identify functions that could be provided by the private sector and privatize them Eliminate Saturday mail delivery and door delivery for residential and business customers

9  Article 17 of the National Agreement guarantees a letter carrier and his/her steward to have time on the clock to meet and/or process grievances

The PAGE (Promote Accountability and Government Efficiency) Act was introduced by Rep. Todd Rokita from Indiana Among other things the bill would Deny any pay adjustment whatsoever to workers who fail to receive a performance rating above “fully successful” in a new, management-designed rating system that would inevitably allow subjectivity, favoritism, and politics to influence ratings

11 The PAGE (Promote Accountability and Government Efficiency) Act was introduced by Rep. Todd Rokita from Indiana The bill would Eliminate an employee’s right to representation at the worksite by no longer allowing union representatives to resolve disputes, address issues of discrimination or retaliation, or propose improvements in the workplace during the workday

12 The PAGE (Promote Accountability and Government Efficiency) Act was introduced by Rep. Todd Rokita from Indiana The bill would also Allow agencies to continue workplace investigations even after employees have quit or retired (Source: AFGE: House Bill Touting Government Accountability, Efficiency Does Neither)

13 Cost of Living Allowances
Cost of living allowances or COLA’s are inflation insurance. They protect your salary if you are an active employee or retiree against inflation What does the elimination of COLA’s mean for your retirement?

14 The average FERS annuitant would lose:
$23, 430 over 10 years $99, 471 over 20 years $246, 185 over 30 years $487, 829 over 40 years

15 The average CSRS annuitant would lose:
$12, 598 over 10 years $60, 576 over 20 years $169, 874 over 30 years $381, 418 over 40 years (Source: NARFE letter dated May 23, 2017: Reaction to Pres. Trump’s First Budget: An Egregious, Unprecedented Attack on Federal Employees and Retirees)

16 In regard to the FERS Special Retirement Supplement, here is what you would lose in today’s dollars
The FERS Special Retirement Supplement (SRS) is calculated by dividing your years of federal/postal career years of service (military time does not count) by 40 and multiplying that figure by the Social Security monthly benefit payable at age 62. In layman’s terms, multiply your years of service by 33. If you retire at your minimum retirement age (55-57) depending on your birth year with 30 years of service, your SRS would be roughly $1000 a month until you reach 62, when you would be eligible to draw Social Security

17 In regard to the FERS Special Retirement Supplement, here is what you would lose in today’s dollars
So if the supplement is eliminated, here is what you would lose if you retired at age 57 with 30 years of career federal/postal service: $1000 multiplied by 12 months equals $12,000. Multiply that figure by 5 (ages 57-62) and you get $60,000!

18 News Is Not All Bad! H Res 15 (6-day delivery) has 232 co-sponsors H Res 28 (door delivery) has 240 co-sponsors  H Res 31 (service standards) has 196 sponsors Three of the sponsors of the above bills are from the Central Valley (Reps. Jeff Denham, David Valadao, and Jim Costa)

19 So what can you do to fight back?
Download NALC app on your cell phone or device Call your elected representatives when alerted by the NALC to do so  Volunteer when possible for phone banks/precinct walks Donate whatever you can afford per pay period to the Letter Carrier Political Fund (LCPF)

20 The NALC Cannot Use Dues For Political Purposes, Such As Campaign Contributions
In the 2014 election cycle, our competitors donated the following: The FedEx PAC donated $2.9 million The UPS PAC donated $4.3 million The USPS donated ZERO!!!!!!! (our employer is prohibited by law from making contributions)

21 Jeff Denham (CD 10) David Valadao (CD 21)
Our PAC does not just give money to Democrats. LCPF gives money to letter carrier friends from both political parties. In fact, in California, our state association in 2016 had the best batting average when it came to endorsing and contributing to Republicans The following Republican congressmen from California received LCPF contributions: Jeff Denham (CD 10) David Valadao (CD 21) Doug LaMalfa (CD 1) Ed Royce (CD 39) Ken Calvert (CD 42) Colonel Paul Cook (CD 8)

22 Your Help Is Needed ! We can all pitch in a few bucks a pay period for the Letter Carrier Political Fund Payroll deduction works the best, so that our National Legislative Department can budget so as to allocate resources where needed
