4 General Implementation Guidelines
Coordinate the reference architecture with DG GROW, DG Connect, DG RTD and European & International Mission Operators Support integration of space-related platforms into a wider context of community-oriented platforms where space data are only one of many resources Support integration of European EO capabilities into a “Network of Platforms” allowing provision of services for public and business use, but also integrated into the future “European Open Science Cloud”, and contributing to the GEOSS common infrastructure in collaboration with DG RTD “GEOSS Datahub” Promote existing European capabilities as much as possible, avoiding to harm existing investments by redevelopments with public funding Incentivise approaches which enable premium services (e.g. with a more stringent SLA, priority access to resources etc.) to be provided in parallel to free/trial services Promote innovative business models to support start-ups Adopt as much as possible a “pull” approach Marketplace function for all tiers

Create a critical mass of space data providers as IaaS customers Reuse DG-Grow sponsored DIAS infrastructure Integrate EO pillar into DG-Connect multi-disciplinary e-infrastructure Help to evolve e-infrastructure user management, accounting and business models to allow sharing across science, public and business use Coordinate Data Discovery and Access interoperability with other mission owners via OGC and other community standards (e.g. OpeNDAP, CDMI) Procure prepaid commercial IaaS/DaaS services for ESA data reusing DIAS capability to make ESA resources available “free-at-point-of-use” to the scientific community Harmonize terms and conditions within the ecosystem, providing B2B interfaces for terms & conditions acceptance on behalf of the user Provide B2B interfaces to allow verification of data access restrictions

9 Platform Tier ESA Implementation Guidelines
Progressively enhance available operational EO data analytics capabilities via on-boarding of industrial capabilities or custom development, triggered by: established needs via community or research/business development project consultation emerging disruptive industrial technologies, in particular ICT trends successfully used in other disciplines Foster the use of commercially operating entities that provide a common service across multiple EO data providers as operational implementation of the interoperability layer Provide mechanisms allowing industry to propose investments into new technologies Develop additional thematic or regional platforms on an opportunity-basis Provide support for TEP initial operations phase, with the intention of a soft phase out as the TEPs attract funding from other sources to sustain their operational cost Act as anchor tenant for TEPs/REPs, procuring services for ESA research and business development projects Encourage TEPS/REPs to integrate services from new stakeholders in order to build community openness.

10 “Network of Platforms” Integration Guidelines
Support an integration process of stakeholders who wish to offer their capabilities as part of the “network of platforms”, e.g. via an open call mechanism and supporting them via specialized support for an open-source & validation suite supporting the interoperability layer Integrate capabilities emerging for Science project needs (via user consultations) or needed by existing platforms to serve a documented user need Integrate services that can support all out of research, public and commercial users allowing sharing across these 3 main stakeholder communities Devise a “Charter of Values” to which partners within the “network of platforms” commit to comply Public service catalogue and price list

12 Platform Tier ESA Implementation Guidelines
Provide data-driven interoperable “exploitation platform out-of-the-box” as open source offering to data owners, engaging with existing Open Source foundations. Promote and further develop the reference architecture including identification of required standards within the OGC framework and similar (e.g. OASIS, W3C, ISO, INSPIRE...) Prefer developer friendly standards, originating outside of the EO community, with widespread adoption (e.g. based on REST, JSON). When suitable to foster interoperability and innovation, support multiple standards for the same function Promote single sign-on framework Address security issues, like IPR protection of algorithms/data/tools, or trustability of data use accounting

Support TEPs/REPs to integrate into a marketplace with community-focus to promote research project results, tools and business interoperability via a “Information-as-a-service” approach. Execute research and business development projects which expose created knowledge as “Information-as-a-service” to future knowledge consumers
