8 New measures for better covering the needs, e.g.:
Cooperation (art. 35) – new ways of working together adapted to meet the requirements of the knowledge economy: widened scope , wider range of beneficiaries, horizontal and vertical co-operation amongst actors Risk management (art. 36) – insurances (protect crops, plants, animals) , income stabilisation tools, setting up mutual funds.

11 RD programming 2014-2020: More strategic programming
Programming at national level Quantified targets per priority / focus area: allows accurate follow-up The combined effect of measures that contribute to reaching the targets The tool-kit of rural development measures will be streamlined and simplified, with a focus on better targeting towards the EU priorities; Financing Contribution rate (min de 20% -> max 85% depending the regions) 30% of EAFRD to contribute to environment and climate (M4, M8, M10, M11, M12, M13) Minimum expenditure of 5% for LEADER The monitoring and evaluation system reinforced + performance framework. 13 Needs and challenges Intensive nature of Dutch agriculture > high pressure on certain ecosystems. To stimulate innovation: -considerable reluctance to make risky investments in the farm sector -the transfer of knowledge which should facilitate the uptake of innovation on a wide scale in agriculture. To reach its environmental goals, the environmental sustainability agricultural sector needs improved: primary agriculture and horticulture= 13 % of GHG emissions. Farm birds population fallen over the past 30 years by 70% To meet the objectives of the Water Framework Directive also depends on the agricultural sector. Although water quality and the condition of Dutch waterways are improving, more needs to be done

14 RDP NL-2014-2020 4 priorities and their targets:
on restoring, preserving and enhancing ecosystems related to agriculture: on 6% of the agricultural land stimulating biodiversity and improving water and soil management. (e.g. create habitats for both farmland and grassland birds) competitiveness of farms whilst ensuring environmental sustainability -provide innovative, sustainable investments to 5% of all farmers (about 3500 farms). -175 co-operation projects will be established and persons will receive training. -Participation in the European Innovation Partnership and its operational groups through Community Led Local Development (CLLD/Leader), the programme will support balanced territorial development of rural economies and communities by creating jobs and improving living conditions.

risk management in agriculture - all-weather insurance schemes, targeting 2% of all farmers (about farmers). social inclusion and local development in rural areas - the aim is to strengthen the relationship between the rural areas and the cities and also between farmers and citizens. - 7% of the RDP public support has been earmarked for Community Led Local Development (Leader/CLLD). - creation of 250 new jobs and cover 3 million rural people

17 Measures to respond to priorities
The 4 biggest RDP measures in budgetary terms (total public funding) are: €800 million-Measure 4: Productive and non-productive investments €496 million-Measure 10: Agri-Environment-Climate €110 million-Measure 19: Leader/CLLD €75 million -Measure 16: Cooperation (including EIP-OG). Other measures: €30 million –Measure 3: quality systems (veal meat sector) €35 million –Measure 1: knowledge transfer (workshop/coaching/demonstration projects) €54 million - Measure 17: risk Management ('all-weather' insurance) + Technical Assistance: €44 million

18 Role of the Monitoring Committee
Articles 47, 48 and 49 of 1303/2015 and the RDP specific rules with names Articles of Regulation (EU) No 1305/2013 concerning the Monitoring Committee. Responsibilities: -be consulted & give an opinion on any amendment of the programme. -be consulted & give an opinion on selection criteria -consider and approve the annual implementation reports before they are sent to the Commission. -participate in the national rural network to exchange information on programme implementation -may make observations to the MA regarding implementation and evaluation of the programme -examine progress in the implementation of the evaluation plan -examine all issues that affect the performance of the programme -review implementation of the programme and progress made towards achieving its objectives

1st Contact point at DG AGRI (EU) for the RDP program in NL (provide background information to different stakeholders) Ensure coordination with other ESIF DGs- (on partnership agreement, common ex-ante conditionalities) responsibilities for : RD-program approval: analysis-consultation EU services-observation letter-negotiations-revision RD program modifications: 3 strategic modifications-one modification/year others-other derogations (for FI) (provide technical support –analysis- approval) 1st Contact point at DG AGRI (EU) for the RDP program in NL (provide background for briefings-Commissioner-visits-other DGs)

-Interpretation/implementation questions EU RDP legislation (includes sharing best practices other MSs) - Monitoring the implementation of the RDP (financial – progress towards targets- performance framework) in cooperation with Managing Authority (art /2013 principle of subsidiarity): Passive (legislative basis) + proactive .

Responsibilities (ctd) -tools: - annual reporting (art. 75 of R.1305/2013) - annual review meeting (art. 51 of Reg 1303/2013) - EC is advisory member of the monitoring comite (advice on selection criteria) ad hoc communications with MA for technical support/information Project visits (in context of MC meeting, audit) -follow-up to MS' action plan to reduce error rate in EAFRD expenditure -participation (observer) to audit missions with DG AGRI service
