2 Section 1 Handbook Changes: WVAdultEd Program Cathy Shank  How is Adult Education involved in Career Pathways?  Graphic illustrates Adult Education’s Role in the West Virginia Career Pathway System (Section 1, Appendix)  Graphic shows the range of On-going and FastTRACK classes available via WVAdultEd and how wrap-around services are related.  Descriptions of Adult Education Programing Models (Section 1, Appendix) provide more details about each different type of class 2

3 Pre-Bridge On-going basic skills instruction designed as a flexible option for students at various levels to improve life skills and academic readiness in order to enter a Bridge program Bridge Prep Intentional focus on work by embedding work readiness skills and preparation for post- secondary training into adult education programs Bridge I Low intermediate reading, writing, speaking, and math taught in the context of a variety of occupational sectors Bridge II High intermediate basic skills and focused preparation for a targeted post-secondary occupational pathway Integrated Education and Training Integrated course with a single set of learning objectives that identifies specific adult education content, and workforce prep and workforce training competencies Integrated English Language/Civics: Integrated course for English language learners that includes English language acquisition taught along with workforce prep and workforce training Adult Education’s Role in the West Virginia Career Pathway System Ongoing and FastTRACK Bridge programs integrate basic skills and occupational content to help educationally underprepared adults along a continuum from pre-literacy to post-secondary readiness connect to pathways to high-demand careers that pay life sustaining wages. Wraparound Support Services for Adult Learners All along the pathway, support services, career advising, work experiences, and skill assessments are provided by adult education instructors, career pathways navigators, workforce development specialists, employers, CBOs, and DHHR.

4 Section 2 Handbook Changes: PD 4 Required Certification Credentials Practitioner Role/StatusRequirements  Instructors working regular hours (F/T or P/T)  Career Development Consultants (CDCs) and Navigators working regular hours (F/T or P/T) and involved in instructional activities  Temporary/Short Term Instructors and Long-term Substitutes (hired for a limited period of time—working more than seven days/month but less than two months total)  Valid WV Teaching Certificate (certification to teach school in West Virginia) Or  Adult License for Adult (Basic) Education (bachelor’s degree or higher required with a minimum of a 2.5 grade average for all college or university course work; or master’s degree with 3.0 grade average))  NOTE: Sub license is not acceptable  Occasional Substitutes not working regular hours (working no more than seven days in a month—not responsible for planning or reporting) Note: Any substitute (working more than seven days in a month) must obtain the same credential as an instructor.  Valid WV Substitute Permit (bachelor’s degree or higher required with minimum 2.0 grade average for all college or university course work) Or  Valid WV Teaching Certificate or Adult License for Adult (Basic) Education *

5 Changes to In-Service: Removing the Core/Elective Requirements No more Core and Elective Credit Now Required/Approved and Self- Selected No longer tracking Elective credit in AEMIS. Only tracking Required and Approved No distinction between P/T under 12 hrs and above. All are P/T and have nine hours required Everyone signs-in to all sessions. Not everything gets entered into AEMIS. Not everyone has to do every required session. Alternatives to required sessions are an option PD program not responsible for overseeing required sessions Person responsible for Individual PD Plan filed as part of evaluation process 5

Practitioners who do not maintain their certification/license will not be rehired.

7 Section 2 Handbook Changes: PD  Instructional Aides and Non-Instructional Navigators  Work alongside the instructor  Never alone in the classroom  Considered paraprofessionals (versus instructors)  Not required to have a certification credential.  Paraprofessional personnel without certification credentials may never be used as substitutes in the classroom for any reason. 7

10 FY17 In-Service Follow-ups at www.schoology.com www.schoology.com  New course code for In-Service Follow-up Activities this year:  Course Code: 9VS9P-7BND2  All RESAs in the same group.  Only sessions being offered in the current year are visible.  AEMIS4U and NRS4U are under different course codes in Schoology and only offered at specific times  Note for new instructors:  Pre-service is a separate Schoology course. 10

11 Section 2 Handbook Changes: PD  For sessions started during this current fiscal yea r that began July 1, 2016, the follow-up activities must be completed within three months of taking the face-to- face session.  If the follow-ups are not completed by the deadline, then the face-to-face session must be repeated for no credit in AEMIS. 11

12 Individual Professional Development Plan  All instructors should file PD Plan as part of teacher evaluation goals.  Responsible for meeting own plans.  Plan lists likely Required/Approved sessions to be offered this year. 12

19 Section 5 Handbook Changes: Strengths/Weaknesses Pam Young  Learning Needs Screening is strongly preferred instrument (mandatory for SPOKES)  SPOKES and AdultEd versions are now the same.  Have students complete all parts of the screening (not just the first 13 questions on Page 1)  Additional Questions cover Barriers and Confidential Issues that would lead to referrals to wrap-around services 19

20 Section 6 Handbook Changes: Assessment Cathy Shank NRS Levels  FFLs still have not changed names:  Still six ABE FFLS and six ESL FFLs  NRS descriptors are still the same this year  Draft for new ABE FFL descriptors shows alignment to CCR Standards for Adults  No draft yet of new descriptors for ESL FFLs  New FFLs may mean new assessments in the future Assessment Waiver  Allows for reassessment if student leaves the program before reaching publisher guidelines  Must document using the waiver and place in the student folder 20

23 TASC RA2 Accommodation for Reading Sub-Test Pam Young  The OPT audio version can no longer be used to verify TASC Readiness.  For a limited time you can read aloud the Reading Subject test Only to students with accommodations approval for the TASC Readiness Assessment (RA2)  This is because all the parts of the online TASC RA2 except the Reading Sub-Test have an audio feature available as an accommodation.  Remember, this will have to be done privately! No other student can hear the test being read.  No other Standardized Assessments (TABE, CASAS, etc.) may be read aloud.  Audio versions are available for other assessments and must be used.

24 When to use TABE Online or PBT TABE Online Use this for the initial assessment of student within AdultEd programs only (not SPOKES) Advantages:  No problems with scoring or administering the right level  Immediately scored.  No danger of incorrect grading TABE Paper-Based Test Use this for interim testing as students are only assessed in one subject test area Advantages:  Costs less to administer. (Online we would lose the other parts of the test.)
