Dependent Medical Care Act – 1956 “Medical and dental care in any medical facility of the uniformed services …may be furnished… subject to the availability of space, facilities, and the capabilities of the medical staff, to retired members of the uniformed services.” Since then, medical care for retirees has been steadily cut. 6 In comes TREA… Founded in 1963 by George Skonce and Dean Sorrell Until then, no one was working or speaking for the enlisted retiree to maintain those hard-earned benefits and rights and to stop their erosion. Any enlisted person, retired from an active component of the Armed Forces, either for length of service or permanent medical disability Active duty, Reserve, and National Guard enlisted personnel with 7 or more years retirement creditable service Honorably Discharged Veterans with 2 or more years of service (DD214/NGB22 required) UNITED WE STAND

23 TREA: The Enlisted Association Victories: 2007 Torpedoed proposed 2008 increases to enrollment fees and co-pays for TRICARE for retirees (A hard fought battle in which many other groups joined us, and it counts as a major victory for you.) Stopped a proposed increase to pharmacy benefits in 2008 for TRICARE retirees. Convinced Congress to let Chapter 91 retirees qualify for combat related special compensation and still receive VA Disability pay UNITED WE STAND

24 TREA: The Enlisted Association Victories: 2007 Won the fight to have Congress let National Guard and Reservists enjoy the benefits in the Montgomery GI Bill for up to 10 years after completing their service Won a $50/month benefit for widows and widowers of military personnel under Survivor Benefit Plan Stopped increases to enrollment fees and co-pays for retirees and their families and survivors under age 65 UNITED WE STAND

27 TREA: The Enlisted Association Victories: 2009 Successfully lobbied and testified that recommendation by Task Force on the Future of Military Healthcare was unfair and will hurt retirees. Stopped the idea of increases in TRICARE enrollment fees, co-pays, and deductibles Stopped the idea of increases in VA health care enrollment fees and co-pays Stopped a last minute attempt by DoD to increase the TRICARE Standard inpatient co-pay to $110 per day UNITED WE STAND

28 TREA: The Enlisted Association Victories: 2009 Won advanced appropriations for VA health care to prevent end-of-year disruptions Won TRICARE Standard coverage for “Gray Area” Reserve retirees under 60 years old Won full funding for DoD health care Won a VA funding increase of $25 billion over the next five years UNITED WE STAND

29 TREA: The Enlisted Association Victories: 2010-2011 Won full funding for Defense health care. Stopped any TRICARE Standard inpatient copay increase in FY2011. Won the fight in the House of Representatives for Chapter 61 retirees (medically retired) with less than 20 years of qualified service a phased-in concurrent receipt provision that was funded for one year. Unfortunately, the Senate refused to go along with this. UNITED WE STAND

30 TREA: The Enlisted Association Victories: 2010-2011 Won extension of TRICARE coverage for dependent children to age 26, but it will require payment of a premium to cover the full cost of coverage. Won 1.4% military pay raise. Won improvements to the Yellow Ribbon Guard/Reserve reintegration program (to include authorizing attendance by family members or other designees of a service member). UNITED WE STAND

31 TREA: The Enlisted Association Victories: 2010-2011 Won legislation that makes it explicit in law that TRICARE constitutes qualifying coverage for national health reform purposes. Won legislation that clarifies that the health care provided by the Secretary of Veterans Affairs constitutes minimum essential coverage as required by the new national health care law. 32 TREA: The Enlisted Association Victories: 2010-2011 Won House passage veterans status for Guard/Reserve military retirees who did not serve on active duty long enough. Won improvements in the new GI Bill, including: benefits for active duty National Guard members (Title 32) non-degree training an upgraded subsistence allowance for disabled veterans using (VRE) program benefits coverage for multiple licensure and certification tests UNITED WE STAND

33 TREA: The Enlisted Association Victories: 2011 - 2012 Won full funding for Defense Health Care for FY 2012 Won Passage of VOW to Hire Heroes Act, a bill that provides tax incentives and other measures to increase hiring of veterans. Won Passage of FY 2012 National Defense Authorization Act which included many favorable provisions for veterans including Guard, Reserve, Active Duty, Retirees, and Wounded Warriors. Won passage in the House of Veteran Status for Guard/Reserve Military Retirees (Defeated in Senate) UNITED WE STAND

34 TREA: The Enlisted Association Continues the Fight… For full concurrent receipt for all VA rated disabled retirees including those with less than 20 years of service. For elimination of the SBP-DIC offset For full funding of the FY 2011 & Fy2012 DOD health care budgets For lower Guard-Reserve retirement age UNITED WE STAND

35 TREA: The Enlisted Association Continues the Fight… To stop any increases in TRICARE fees or co-pays To stop any cuts in funding for the Department of Veterans Affairs For inclusion of the Coast Guard under the new GI Bill To stop annual enrollment fees for Tricare for Life To stop increased co-pays for prescription drugs UNITED WE STAND

36 TREA: The Enlisted Association Continues the Fight… To stop proposed increases I enrollment fees, co-pays and deductibles for retirees under 65 To stop any cuts in funding for the Department of Veterans Affairs To stop the scheduled 30% cut in Medicare/Tricare payments to doctors To stop the amount you must pay in the event of a catastrophic medical issue UNITED WE STAND

37 TREA: The Enlisted Association Continues the Fight… Fight for lower Guard/Reserve retirement age Fight for full concurrent receipt for all VA related disabled retirees, including those with less than 20 years service Having TREA: The Enlisted Association members supporting us at the grass-roots level is critical to our success. Never has there been a more important time for all enlisted Active Duty, Guard, Reserve, Retirees and Veterans to stick together in order to protect their hard-earned, promised and deserved benefits. 38 TREA: The Enlisted Association Goals Retirees Issues: Expand Concurrent Receipt to include 10% to 40% disabilities Stop any proposed increase to TRICARE enrollment fees, co-pays and deductibles Oppose integration of TRICARE and the VA health care system into any of the proposed National Health Care Reforms UNITED WE STAND
