Marine Spatial Planning Committee Update Tim Hall, DFO Betsy Nicholson, NOAA Committee Co-Chairs October 11, 2012 Portsmouth, NH

Outline Committee Operations Activities to Date Country Updates Work Plan Progress and Near-term Priorities

Committee Operations Charge 1. 1.To investigate and make recommendations on roles/activities for the Council in MSP, including content for the 2012-17 Action Plan 2. 2.To track and exchange information on MSP policies and activities on both sides of border Membership – –T Hall, G Herbert, S Coffen-Smout, R Stephenson, DFO Canada – –B Nicholson, NOAA – –P Brooks, Conservation Law Foundation – –J Wiggin, Urban Harbors Institute – –M Nixon, Maine Coastal Program – –A Dumbrille, D Diz: WWF Canada

GOMC Role in MSP Activities Should Satisfy Criteria: ( a) bioregional in scope (b) beyond capacity or scope of single organizations (c) likely to benefit from a bi-national approach (but not duplicate existing efforts)

Activities to Date – –Initiated binational CMSP Forum in December 2010 (Portland), which demonstrated Council interest – –Strive to hold 3 committee calls/year – –Track CMSP policy/activities – –Participated in a DFO / WWF sponsored MSP workshop in Halifax on June 1-2, 2011 – –Drafted Cross Border Comparison of Marine Spatial Planning Approaches

Bi-National Information Sharing MSP updates from both sides of the border Engagement Engagement Human use mapping Human use mapping Information gathering/accessibility Information gathering/accessibility Governance Governance

CANADA National Integrated Ocean Management (IOM) policy directions being evaluated National Integrated Ocean Management (IOM) policy directions being evaluated –New funding opportunities being explored (federal) –More explicit MSP outputs being defined DFO Maritimes major IOM initiative (ESSIM) has wrapped up. Evaluation complete and results to be published DFO Maritimes major IOM initiative (ESSIM) has wrapped up. Evaluation complete and results to be published

Regional Marine Plan in early stages of development. Action/issue focused, based on risk assessment for priority setting Regional Marine Plan in early stages of development. Action/issue focused, based on risk assessment for priority setting –Internal departmental coordination –Timely access to information –Spatial planning and decision support (human use and ecological characterization) –Bioregional MPA network planning –Intergovernmental policy and regulatory coordination (RCCOM) –Stakeholder engagement CANADA

A WWF – Canada – –Engaged in international Convention on Biological Diversity (CBD) process – –Development of scientific and technical guidance on the application of CMSP, including criteria for ecologically and biologically significant areas and representation – –Input to environmental assessment, high seas fisheries management and conservation planning – –Important opportunity for GoMC to share and learn from international experience and expertise CANADA

Engagement Engagement Public Public –NE Ocean Action Network (CLF) –State listening sessions (NROC) –Communications strategy/staff (NROC) Marine Industry Marine Industry –Interviews and Workshops (NROC) Commerce (shipping, ports, pilots, tugs, etc.) Commerce (shipping, ports, pilots, tugs, etc.) Energy and infrastructure Energy and infrastructure Aquaculture Aquaculture

NE Regional Planning Body – –Meeting for first time Nov 19-20 in Portland – –Hired Katie Lund as Exec Sec of RPB – –First meeting of RPB, and open to public with opportunity to comment – –Starts 3-5 yr timeline on development of regional ocean plan – –Canadian ex officio needed. GOMC can recommend -> US State Dept Expertise: broad governance, policy, but also know about projects, data acquisition, etc – be resourceful. Commitment: 3-4 meetings/yr in NE. GOMC MSP commte connection – can be where work is done/requests are heard, etc. Governance Governance

Action Plan: Year 1 Outputs Hold 4 conference calls and one face-to-face meeting Identify Canadian ex-officio representative for NE Region Regional Planning Body Complete the Cross-Border CMSP Comparison Prepare a common CMSP Framework for GoM as basis for 4 year work plan (to advance Action Plan activities) –Governance –Engagement –Human use and ecological mapping –Information gathering/accessibility –Scenario development and management options

MSP Work Plan Activities 1.3.2 Advance the binational acquisition and use of seafloor mapping products and services for resource management decisions. Possible Work Plan Tasks: Engage former GOMMI co-leads to determine future interests/activities. (Y1) Connect Canadian and U.S. efforts to compare habitat classification schemes and their applicability to management needs through a classification comparison white paper and management survey. (Y1-2) Enable Canadian participation in a winter 2012/13 workshop on the topic sponsored by NROC. (Y2)

MSP Work Plan Activities 1.3.3 Promote the exchange of information among decision- makers about ecosystem-based approaches to managing coastal and ocean habitats Possible Work Plan Tasks: Share ecosystem-based management mapping and analysis approaches for various ocean uses (e.g., fishing, aquaculture, shipping), and impact these approaches have had on management decisions. (Y1-5) Hold series of shared expert/technical learning sessions covering themes identified in CMSP Framework (Y2-5): - -Identifying and mapping ecologically important areas - -Methods for ecological services and trade-off analyses - -MPA and conservation planning approaches

MSP Work Plan Activities 1.3.4 Strengthen linkages between U.S. and Canadian coastal and marine spatial planning efforts Possible Work Plan Tasks: Investigate and make recommendations on roles/activities for the Council in CMSP, and exchange information on CMSP policies and activities on both sides of border (Y1-5) Establish Canadian ex-officio membership in NE Region Regional Planning Body (Y1) Complete CMSP Framework to guide work planning (Y1) Provide ongoing analysis and advice to Council (Y1-5)

MSP Work Plan Activities 3.1.1 Support region-wide exchange of information about human uses and values of the Gulf of Maine Possible Work Plan Tasks: Share information and results of human use characterization within the Gulf of Maine bioregion. (Y2-5) Joint expert/technical workshop on marine transportation (mapping; trends analysis; impacts/interactions etc.). (Y2) Additional learning events to be determined through CMSP Framework and partner priority setting. (Y3-5)

Work Plan Activity Qs of Interest Identify what tasks the committee recommends are performed in the Action Plan? – –TAPAS to be updated to reflect 5 year workplan Identify tangible outcomes the committee would like to achieve – –Current TAPAS is accurate Specify challenges to be encountered in achieving these outcomes – –Capacity (time/staff) – –Responding to national policy direction/changes on both sides of the border Identify opportunities committee should/will take advantage of to achieve outcomes, and next steps (short term - 1yr, long term - 5yrs) – –Planned events/activities of partner organizations (e.g., focus on shipping in Y2) – –Dedicated CMSP resources of partner organizations What do we need from the Council? – –Serve as facilitating forum for cross-border engagement
