3 Session Objectives This session will provide participants with the opportunity to: be familiar with components of the Safety Guidelines and how to use them; be familiar with the important changes to the 2016 Ontario Physical Education Safety Guidelines; understand the ways that the changes affect teaching and coaching of physical education and sport in the educational setting; and network with colleagues. 5 An online resource, Ontario Physical Education Safety Guidelines are: the minimum standard; must be met when addressing the safety component; for physical activities in curricular programs, intramural activities, interschool practices and competitions. Boards can follow the guidelines as presented or can raise the standards to meet their specific needs across the province of Ontario. 6 Intent of the Ontario Physical Education Safety Guidelines Assist administrators, teachers/coaches/intramural supervisors in fulfilling obligations to provide the safest possible program by addressing the critical safety components listed by the Ministry of Education’s H&PE Curriculum 1-8; 9-10; 11-12: Equipment; Clothing and Footwear; Facilities; Special Rules and/or Instructions; Supervision. 11 Annual Revisions Contents undergo an annual review: new pages are added and revisions to existing pages are made; summary of revisions is posted to homepage. Who must be aware of the revisions? School boards that use OPESG. School boards that have localized OPESG. All teachers, coaches, intramural supervisors. Page 11

13 Minimize Student Injury and Protection from being named in a Negligence Suit Teachers are expected to: address most recent OPESG (or localized school safety guidelines) prior to physical activity; implement appropriate criteria in Generic Sections; implement safety criteria on sport/activity pages; implement appropriate appendices e.g., Appendix A take attendance; and document relevant safety practices. 19 Generic Section: Facilities – Moving Portable Goals – All Modules Facilities: f) Moving portable goals Teacher/staff member must inform students of procedures for portable goals and review periodically. If assisting teacher/staff member, only trained students can be used. Constant visual supervision required. Teacher/staff member designates a safe area for other students away from path of moving portable goal. Check path is clear (no obstructions and/or students). Page 19

20 Generic Section: Supervision - Occasional Teacher/Coach/Intramural Supervision – All Modules Supervision: g) Curricular - Occasional Teacher Coverage: The occasional teacher must have students participate in physical activities commensurate with his/her ability to safely teach that activity/sport. h) Interschool - Coach: Occasional teacher’s knowledge/skill and qualifications must be appropriate. i)Intramural: Occasional teacher’s knowledge of activity and ability to safely supervise must be addressed. 21 Generic Section: Special Rules/Instructions - Peer Pressure and Student Comfort level - Curricular b) Be aware of peer pressure and ensure student(s) not coerced into participation. When student displays hesitation verbally or non- verbally, teacher must determine the reason(s). If hesitation during the skill could put the student at risk, ―student must be directed to a more basic skill, or ―allowed to select a challenge at comfort level, including choice to not participate in the specific activity. The minimum requirement for first aid coverage of intramural activities is an individual who is accessible and who takes responsibility for providing first aid to injured participants throughout the entirety of the activity. 23 Generic Section: Generic Issues – Coaching Qualifications Higher Risk Sports - Interschool Modules Effective September 1, 2016 Past experience within the last three years as a coach in the activity/sport, having knowledge of the activity (e.g., appropriate skills and progressions) and current safety practices as outlined in the Ontario Physical Education Safety Guidelines. Removed past experience (within the last 10 years) as a player or coach in that activity/sport. Page 23

24 Generic Section: Generic Issues – First Aid Coverage Higher Risk Sports - Interschool Modules 29.First Aid Coverage for Lower and Higher Risk Activities: minimum requirement for higher risk activities is an individual who takes responsibility for providing first aid to injured athletes and: ―has current first aid certification, from recognized first aid provider (e.g., St. John Ambulance, Red Cross) includes, CPR B or C and introduction to spinal injury; ―is in the area and readily accessible during the entire practice/competition; ―is knowledgeable of school board's concussion protocol; ―is not a participant in the activity. Students must not participate in the activity until this instruction has been received. 42 Sport/Activity Pages: Safety Criteria Added Outdoor Education – Supervisors - Curricular Supervisory Definitions: Teacher – A person with a current certification from Ontario College of Teachers, under contract with school/board. This person is legally responsible for students. Trip Guide – An individual who has required certifications and/or knowledge/skills of route and activity. This role could be fulfilled by teacher, parent/guardian/volunteer or employee of outside provider, and must be approved by school/board. Page 42

43 Sport/Activity Pages: Safety Criteria Added Outdoor Education - Supervisors- Curricular (cont’d.) Supervisory Definitions: Parent/Guardian/Volunteer – An adult who has been approved by principal and has been instructed on responsibilities (e.g., monitoring [supervision]). Supervisor – A supervisor is a teacher, parent/guardian/volunteer or trip guide. This term is used only in relation to supervision ratios. Outside Provider - An outside facility contracted by the school/board to provide activity services. Page 43

44 Sport/Activity Pages: Safety Criteria Added Outdoor Education – Special Rules/Instructions 1.Environmental considerations Trip guide and teacher must: ―be aware of and respond to changing weather conditions prior to and during the trip; ―cancel, postpone or alter the excursion if conditions put students’ safety at an elevated level of risk (e.g., wind, temperature, lightning storms, fog). 2.Others ―hydration and food; washroom practices; student information and communications; Page 44

46 Sport/Activity Pages: Outdoor Education - Backpacking – Local & Back Country – Secondary Curricular Backpacking- Local: Single-day or multi-day trips from school or base camp, that travel within 2 hours of the arrival of emergency medical assistance. Backpacking - Back Country: Single day or multi-day trips, that travel more than 2 hours from the arrival of emergency medical assistance. Page 46

47 Sport/Activity Pages: Outdoor Education - Camping – Elementary/Secondary - Curricular Revised emergency procedures Principal/designate and all teachers/trip guides must have: a map of route; an excursion itinerary; and the emergency action plan. Campfire Safety Procedures Constant Visual Supervision required when students: fill and light camp stoves; and light campfires. Page 47

48 Sport/Activity Pages: Outdoor Education - Canoeing – Elementary/Secondary - Curricular Revised Swim Test Procedures - Canoeing 1.Students can successfully complete swim test with or without a PFD. Weak/non-swimmers, or students that do not pass swim test without a PFD); ―must successfully complete the swim test while wearing a PFD. ―Components of swim test must be completed successfully in sequence without other aids or stops. 2.Students who passed the swim test wearing a PFD ―must wear PFD/Lifejacket on docks & also at shoreline when water depth is a risk. Revised Swim Test Procedures – Canoeing 3.If canoe group includes students who passed swim test in a PFD: ―instructor/outside provider must be aware of students who passed swim test with or without a PFD; ―instructor must provide introductory instruction; and ―an overall experience commensurate with skills and ability of the group, e.g., instructor must consider: the distance from shore; the depth of water; wind conditions; and distance to assistance if required. Revised Swim Test Procedures – Canoeing 4.Supervision Ratios ―1 supervisor per 8 students ―If more than 4 students in group required a PFD to pass swim test: Additional lifeguard (Bronze Cross) is required; Teacher/outside providers consider increasing number of supervisors for group. 5.Lifeguard Qualifications: ―teacher, trip guide or instructor, over 18, must have minimum of current Bronze Cross. 51 Sport/Activity Pages: Outdoor Education - Swimming – Elementary/Secondary Curricular Swimming in Non-Designated Areas : e.g., a campsite when on a canoe-trip; lifeguard sets boundaries for swimming and swims/checks allocated area for underwater hazards. Diving: When using outside provider, diving is permitted: where water depth is (2.75m [9’] minimum); and safe water conditions as determined by the outside provider. When not using outside provider (i.e., using non- commercial areas), diving is not permitted. Page 51

55 Sport/Activity Pages: Lacrosse - Box, Team Handball – Elementary/Secondary - Curricular /Interschool Moving of Portable Goals Metal portable goals must be checked prior to use to determine they are secure and will not tip over. Portable goals must be inspected regularly for anything that would hinder effective movement (e.g., defective wheels). After use, portable goals must be taken apart, removed or secured so will not tip over (e.g., chained face-to- face). Students are to be instructed not to hang or swing on goals. Page 55

Accreditation as NCCP Learning Facilitator for Football Past experience within last 3 years as coach in tackle football, having knowledge of activity (e.g., appropriate skills and progressions) and current safety practices as outlined in Ontario Physical Education Safety Guidelines. 58 Sport/Activity Pages: Hockey–Ice/Lead-up Games - Secondary Curricular Shinny/lead-up games (no goalie and puck does not leave ice): regulation puck is not permitted; slap shots and sticks above waist not permitted; and students must wear: ―hockey helmet with cage; ―throat protector; ―gloves; and ―elbow pads.. Page 58

59 Sport Activity Pages: Self Defense/Martial Arts – Secondary Curricular, Elementary/Secondary Intramural Outside Providers – Revised Qualifications: To instruct a program in: Judo - NCCP Dojo Instructor Competition Introduction; Karate - NCCP Instructor Beginner, member in good standing of Karate Ontario and Karate Canada; and Taekwondo -18 years of age, 1st Dan Black Belt, NCCP Instructor. *NB. A teacher unfamiliar with Martial Arts (e.g., no formalized training) must not teach the activity until: assistance is provided by an appropriately trained staff; or training is received. Page 59

61 Sport Activity Pages: Basketball – All Modules; Rugby – Secondary Interschool Basketball Curricular programs - dunking is not permitted Interschool - hard hair accessories (e.g., barrettes/clips) not permitted. Rugby safe footing and traction in playing areas added; potential hazards statement includes sprinkler heads and sewer grates; and World Rugby coaching qualifications included. Page 61

62 Sport Activity Pages: Cheerleading – Spirit/Dance – Elementary/Secondary Intramural Skills Stunting (e.g., lifting of another person or building of bodies) and tumbling lines are not permitted. Coaching qualifications: A coach unfamiliar with any gymnastics skill progression or spotting technique (e.g., no recent experience) must not teach the activity until: —assistance is provided by an appropriately trained staff; or —training is received.
