Is that an example of a biased opinion?  Anyone who had access to the harbor could have planted the mine.  Because of the strained relationships with Spain over Cuba, the Spanish were viewed as the enemy.

They also determined that it could not have come from outside because the mines available in 1898 could not have caused that kind of damage.
