2 History of Rock Creek Park At approximately 2,100 acres and 125 years old, Rock Creek Park is one of the oldest and largest naturally managed urban parks in the United States; providing protection for a variety of native plants and wildlife. Congress established Rock Creek Park, one of the first national park areas, on September 27, 1890 as a unique natural park, providing a great variety of recreational opportunities for visitors and residents of the Washington, D.C. metropolitan area. 3 Existing Conditions The last rehabilitation of Beach Drive occurred in 1991, and the pavement has surpassed its 20 year service life. It has deteriorated to a point where patching and repairs are no longer cost effective. It is classified as being in poor condition. 4 Existing Conditions Continued Beach Drive is 6.5 miles long and bisects Rock Creek Park from north to south between the Maryland state line and Rock Creek and Potomac Parkway. It was originally designed as an internal park touring road to provide recreational access to the Rock Creek Valley. E X P E R I E N C E Y O U R A M E R I C A

7 Scope of Work Includes: Full-depth roadway reconstruction and rehabilitation: Improve safety and driving conditions. Reconstruction will provide a 25 year pavement life with routine maintenance. Storm drain rehabilitation: Storm sewer replacement; Improved surface drainage; Underdrain installation to improve subsurface drainage. Enhanced vehicle safety: Installation and upgrades of raised pavement markers; Centerline rumble strips; Steel-backed timber guardrails; Crashworthy end terminals; Road signs to provide safer road conditions for drivers. Parking area reconstruction and rehabilitation: Drainage improvements and improved signage and striping of accessible parking stalls. E X P E R I E N C E Y O U R A M E R I C A

8 Scope of Work continued Improvement to pedestrian and bicycle trail:   The 1.5 miles of existing trail adjacent to Beach Drive will be reconstructed to improve riding and walking conditions for bicyclists and pedestrians. The trail will be widened to 8 to 10’. Bike/pedestrian detours will be signed and maintained at all times.   The Zoo Tunnel sidewalk with be widened from 2 to 5 feet and a 21 inch high crashworthy railing will be installed to provide safe pedestrian passage through the tunnel.   New trail construction between Porter Street and Piney Branch Parkway and the installation of a new crosswalk on Beach Drive will provide connectivity to Piney Branch Parkway that currently does not exist.   The reconfiguration of the Blagden Avenue and Broad Branch Road intersection with Beach Drive and the installation of new crosswalks on Beach Drive and Blagden Avenue will provide for safer pedestrian access to Blagden Avenue.   Consistent and upgraded signing of crosswalks. 9 Scope of Work continued Bridge Rehabilitation:   Blagden Bridge: Latex modified concrete deck overlay; Replacement of bridge railing; Reconstruction of sidewalk and median; Replacement of expansion joint and bearings   Boulder Bridge: Asphalt mill and overlay;   Joyce Road Bridge at Ross Drive: Repairs to deteriorated areas of concrete on slabs and walls of the box culvert; Waterproofing membrane over structure.   Millhouse Ford Bridge: Replacement of expansion joints and bearings.   Pinehurst Branch Bridge: Repairs to steel arch.   Piney Branch Bridge: Cleaning and painting bridge railing.   Zoo Tunnel Bridge: Latex modified concrete deck overlay; Replacement of bridge railing; Reconstruction of sidewalks; Replacement of expansion joints. Traffic signal and street light replacements.   Replacement of traffic signals and street lights at the intersection of Beach Drive, Tilden Street and Park Road.   Replacement of street lights between Rock Creek Parkway and the Zoo Tunnel.   Replacement of street lights at the U.S. Park Police District 3 sub-station. 10 Construction Schedule We anticipate that construction will begin in Spring, 2016 and last between 2 to 3 years with work in individual phases lasting between 4 and 8 months. Once the contract is awarded and we have a schedule from the contractor, we can share more details on the timeframes for each phase of construction. Below is a rough schedule for the project.  Bids due:November 19, 2015  Award of Contract:January 15, 2016  Notice-to-Proceed:March 1, 2016  Phase 1 closure:Spring, 2016  Project duration:2-3 years (4-8 months for each phase)

11 Construction Phases and Temporary Traffic Control Construction Phases and Temporary Traffic Control There are 5 phases of reconstruction work along Beach Drive that will require closing the road while working within each phase. Detours routes will be provided that use a combination of D. C. streets and Park Roads. The project has been divided into phases so that there will be access to unaffected areas of Beach Drive throughout construction. Phase 1: Beach Drive between Shoreham Drive and Porter Street. Phase 1: Beach Drive between Shoreham Drive and Porter Street. Phase 2: Beach Drive between Porter Street and Tilden Street/Park Road. Phase 2: Beach Drive between Porter Street and Tilden Street/Park Road. Phase 3: Beach Drive between Tilden Street/Park Road and Broad Branch Road. Phase 3: Beach Drive between Tilden Street/Park Road and Broad Branch Road. Phase 4: Beach Drive between Broad Branch Road and Joyce Road. Phase 4: Beach Drive between Broad Branch Road and Joyce Road. Phase 5: Beach Drive between Joyce Road and the National Park Service boundary at the Maryland state line. 17 DC Water Sewer line Rehabilitation  DC Water owns a number of sewer assets on National Park Service properties. One of them is the Rock Creek Main Interceptor which runs along Beach Drive in Rock Creek Park.  In the next 3 to 5 years, DC Water plans to install a new liner throughout the entire length of the existing sewer line.  In order to reduce future impacts of the Rock Creek Main Interceptor and the road structure of Beach Drive, DC Water will construct and install additional manhole vaults at strategic locations along Beach Drive starting at Phase 3 and heading north to the Maryland state line. 18 DC Water Sewer Line Rehabilitation Continued  During road rehabilitation, 1 manhole vault will be constructed in Phase 3; 4 manhole vaults will be constructed in Phase 4; and 11 manhole vaults will be constructed in phase 5.  The construction of the proposed manhole vaults during the road reconstruction will allow DC Water to rehabilitate The Rock Creek Main Interceptor and Beach Drive Sewers at a later date without cutting the asphalt of the newly constructed road.  DC Water plans to advertise the manhole vault construction project in Spring 2016. 19 BeforeAfter The National Park Service is committed to improving the experience for everyone who enjoys Rock Creek Park and Beach Drive – whether they drive, walk, jog or bike. There will be temporary inconveniences yet, the result will be a much smoother, safer and enjoyable journey through the Park.
