March 20052 What is ISO/IEC 17024? ISO/IEC 17024 is the International Standard laying down the requirements for bodies operating certification of persons. It is the standard against which the AINDT is accredited by JAS-ANZ (The Joint Accreditation Society of Australia and New Zealand), for its certification procedures under AS 3998/ISO 9712 and AS 4635/ISO 20807.

March 20053 Why does AINDT need this accreditation? The pre-1992 AINDT Technician/Technologist scheme set the standard for NDT personnel in Australia. However the unavoidable move towards world wide trade meant that Australia needed to join the international NDT community, and provide internationally acceptable NDT inspection services. AS 3998, and more recently AS 4635 are direct copies of the international standards ISO 9712 and ISO 20807. Certification under these standards requires that the certifying body is accredited to ISO/IEC 17024.

March 20054 What are the fundamental effects of accreditation?

March 20055 Why JAS-ANZ? JAS-ANZ is one of several Accreditation Services who, themselves, are accredited to provide this service. It was always the intention to use an Australian service provider. It is important to remember that when contracting a provider for ISO/IEC 17024 accreditation, the interpretation of the standard presented by the accreditor must be accepted. If there is a fundamental disagreement on the interpretation of ISO/IEC 17024, the process could be disrupted.

March 200512 Federal Council & the Certification Board Structural changes were needed to conform with ISO/IEC 17024. The Certification Board had to represent all interested parties such that no single interest predominated. The spokespersons for the Board are the Chairman, Manager Certification Services and the Chairman Panel of Examiners. The Board is responsible for the appointment of Examiners and Assessors.

March 200518 Training 1 Throughout the JAS-ANZ audit, the emphasis on training was made important. In the past, persons were nominate for, and accepted, positions based on the skills and abilities they brought with them. While these criteria will remain to some extent, the Institute must provide additional training to office holders for the person to perform the allocated tasks. While the Institute is still developing a broad approach to this, it will conduct an induction briefing for new office bearers.

March 200525 Certification Board’s charter To impartially and non-discriminately oversee the certification scheme To be representative of as many stakeholders as possible such that no single interest predominates To provide an efficient certification service to applicants To respond effectively to the changing needs of providers and users of NDT To maintain a high standard of qualification and certification appropriate to the industry sectors and activities for which certification is sought To ensure compliance with relevant national and international standards To formulate operational policy

March 200526 Code of Ethics All members of the Institute be they honorary members, individual members, company members, or student members, when discharging their professional duties shall: 1.Show responsibility for the welfare, health and safety of the community at all times, and for the laws and statutory regulations, and this responsibility shall come before their responsibility to their profession, to sectional or private interests or to other non-destructive testing (NDT) personnel. 2.Act at all times to uphold the integrity and dignity of the NDT industry. 3.Accept professional obligations only for those areas of work for which they are competent. 4.Accept responsibility for all work carried out by them or others under their supervision. 5.Apply their skill and knowledge in the interests of their employer or client for whom they act as faithful agents or trustees. 6.Provide professional advice, express opinions, or make statements in an objective and truthful manner to the best of their ability, and on the basis of adequate knowledge. 7.Continue their professional development throughout their career and shall actively assist and encourage other NDT personnel to advance their knowledge and experience. A member reported to the Institute for alleged improper conduct may be required to appear before a Disciplinary Committee appointed for that purpose.

March 200527 What have been the benefits? AINDT has been able to sign a Multi-recognition Agreement with the European Federation for NDT, giving Australia’s NDT community recognition throughout the signatory countries of Europe. AINDT has signed an agreement with the British Institute for NDT to provide European Pressure Equipment Directive (PED) approval to persons certificated through the AINDT AS 3998/ISO 9712 certification scheme.

March 200528 What about Australian Industry? Acceptance, indeed a requirement for, AINDT AS 3998/ISO 9712 certificated personnel to undertake important and critical NDT inspections of plant and equipment by and for the engineering industry in Australia.

March 200529 What is AS 4635/ISO 20807? This is a new international standard for the certification of personnel for LIMITED NDT. The Certification Board is about to provide certification for Tank Bottom Testing using Magnetic Flux Leakage and associated Ultrasonic Testing under this standard. Also, in future all certification for Ultrasonic Thickness Testing will be done under AS 4635/ISO 20807.
