2 Commissioning intension Trafford Council is looking to establish a DPS framework (Dynamic Purchasing System)  to meet Trafford’s statutory duty as set out by the DFE,  suitable education provision for pupils not in a mainstream education  Develop a range of approaches and interventions  The intention is to build on the foundations of the existing good practice  This framework is designed to reflect current and future purchasing requirements of the LA  The framework is designed with longevity in mind to cope with the extreme budget pressure LA’s are experiencing

3 Expectations of Providers  provide a broad range of high-quality one-to-one tuition sessions  group-based alternative curriculum options  Creative approach in working with young people  Consistent staff  Staff to be professional & supported  Safeguarding  Timely response to referrals  Cost effective

4 Social Value Public Services (Social Value) Act 2012: Compliance with the Social Values Act: Consideration towards the social, environmental and economic value of this framework for the benefit of the local participating providers This focuses on recruitment for the jobs created by this framework within the local authorities This also considers the spend by contracting organisation within the local economy of Trafford.

6 The Virtual School Head role was successfully piloted by eleven authorities for two years between 2007 and 2009. The evaluation of the pilots found that the virtual school Head role can make a real difference. The post of Virtual School Head Teacher became become a statutory role in 2014. The three key areas of responsibility of a virtual school head for which s/he should be accountable are: To make sure that there is a system to track and monitor the attainment and progress of looked after children To ensure that all looked after children have a robust and effective personal education plan and access one-to-one support, including personal tuition where appropriate To champion the educational needs of looked after children across the authority and those placed out-of-authority

8 Current Virtual School roll – 318 Reception-Y11 – 236 Post-16 (requiring PEPs) – 38 EYFS and eligible for EYPP – 19 Average attendance to current point in academic year – 94.9% (compared with 93.12 in 2014/15) Number of Persistent Absentees – 30 Number of pupils subject to fixed term exclusions - 26 (these pupils attend 18 different schools and have lost a total of 149.5 days of education).

9 TENDER TIMELINE  Provider event – 31st May 2016  Issue of invite to tender – 20th June 2016  Submission of tender - 16:00 Hours on 18th July 2016  Evaluation of Submission's 19th July – 25th July 2016  Award of contract 1st August 2016  ALCATEL (10 day stand still)11 th August final award  Dynamic Purchasing System Commences - 1st September 2016

Providers must not submit Tenders by either postal methods or via e- mail to the Council. Please ensure that you allow enough time for your published tender to be received in the CHEST before the closing date and time as the CHEST will register it as a late tender. Tenders which have commenced being uploaded but have not finished being uploaded by the closing time will be registered by the CHEST as a late tender. If your tender is received late it will not be accepted.
