2 Reactec Ltd Confidential www.reactec.com 2 Health Effects of Exposure to Vibration Regular and frequent exposure to hand-arm vibration can lead to two health conditions  Hand Arm Vibration syndrome (HAVS) and  Carpal Tunnel Syndrome (CTS)

HAVS Symptoms and effects of HAVS include  tingling and numbness in the fingers which can result in an inability to do fine work (e.g. assembling small components) or everyday tasks (e.g. fastening buttons)  loss of strength in the hands which might affect the ability to do work safely  the fingers going white (blanching) and becoming red and painful on recovery, reducing ability to work in cold or damp conditions especially outdoors

CTS  Carpal tunnel syndrome is caused by compression of the nerve that controls sensation and movement in the hands  The carpal tunnel is a narrow passage in your wrist made up of small bones and a tough band of tissue. It acts as a pulley for the tendons that bend the fingers  Symptoms of CTS include tingling, numbness, pain and weakness in the hand which can interfere with work and everyday tasks

5 Reactec Ltd Confidential www.reactec.com 5  Symptoms of both may come and go, but with continued exposure to vibration they may become permanent and cause pain, distress and sleep disturbance  This can happen after only a few months of exposure, but in most cases it will happen over a few years  HAV Syndrome is irreversible while CTS may be improved with surgery What are the effects?

8 Reactec Ltd Confidential www.reactec.com 8 What the Law Says The Control of Vibration at Work Regulations 2005 and associated guidance requires the following; Elimination or control of vibration exposure risk to as low as reasonably practical (ALARP) An assessment of the risks to employees from exposure to vibration, including assessment of employees’ daily exposure to vibration Information, instruction and training to tool users and their managers Specifically: Regulation 5(1) of the Control of Vibration at Work Regulations 2005 states: An employer who carries out work which is liable to expose any of his employees to risk from vibration shall make a suitable and sufficient assessment of the risk created by that work to the health and safety of those employees and the risk assessment shall identify the measures that need to be taken to meet the requirements of these Regulations.

9 Reactec Ltd Confidential www.reactec.com 9 HAVs Exposure Points System  The points system has been devised by the Health and Safety Executive (HSE) to simplify assessing daily exposure to vibration  Allows risk from using more than one tool type to be easily combined  Takes into account time on the tool and the magnitude of vibration from the tool which are likely to cause HAVs  The system converts the vibration magnitude (m/s²) in a period of 8 hours (A(8)) into risk assessment points 100 points = exposure action value (EAV), equivalent to 8 hours use of a tool with a vibration of 2.5m/s 2 400 points = exposure limit value (ELV) ), equivalent to 8 hours use of a tool with a vibration of 5m/s 2

12 Reactec Ltd Confidential www.reactec.com 12 Responsibilities Line Manager – Know which employees are at risk Provide information to employees Ensure control measures are in place Plan tasks to eliminate or reduce exposure Ensure employees take part in health surveillance Investigate when a new or worsening case of HAVS is identified Employee – Know how to spot early signs of HAVS Report any problems to their line manager Take part in health surveillance Make sure control measures are used correctly

13 Reactec Ltd Confidential www.reactec.com 13 Responsibilities Line Manager – Don’t just monitor - manage Track the effectiveness of possible control measures – Automation – Job rotation – Alternative equipment – More appropriate tools Understand that 100 points is NOT safe Employee – Take responsibility and check exposure level Use tools correctly and use the right tool for the job. The aim is not to need to use excessive grip, nor to use a tool for longer than necessary Hold tools as loosely as possible and in varying positions. Ensure that tools are well maintained. Alert supervisors to unusual tool behaviour Keep hands warm in the cold Take regular breaks of at least 10 minutes away from the tool. Short bursts of work are better than long periods of work without a break Be cognisant of outside work activity. (Cold weather motor biking; trail biking; chainsaws ……….. etc) You should not smoke - the chemicals in tobacco can affect blood flow

16 Reactec Ltd Confidential www.reactec.com HAVWEAR – how it works Page 16 If an employer wants to use SEP to manage their HAVs risk controls, Reactec recommend an exercise to validate the HAVwear vibration levels are consistent with an ISO5349 measurement. Within the Analytics software an employer chooses if HAVwear is to display TEP or SEP and for normal report users which is shown as exposure data. This does not alter the fact that both sets of data are always recorded and available at all time to smart users for review HAVwear continually monitors & stores two risk assessment exposure point values -TEP & SEP. The HAVWEAR sensed vibration (SEP) is not compliant to ISO5349 but will give an indication, real time of the actual vibration faced by the tool user. The employer’s responsibility is to use the risk assessment which is most representative of the risk faced. This means what level of vibration is most probably experienced during tool use. Factors Tool age and maintenance Tool use in the way of attachments and applied substrate Operator skill Using the System – Key Points HAVWEAR – how it works The law says measurement “may be needed” SEP will help you know if measurement of tools is needed by comparing the sensed vibration with the static tag expected vibration Can manufacturers data be used? “'To estimate employees' exposure to HAV, you should use representative vibration emission values for tools in real use. Please be aware HSE no longer advise to apply a 'factor' to manufacturer's declared vibration emission value. This is because manufacturers are now working to new Standard tests written to address the requirements of the 'Supply of Machinery (Safety) Regulations 2008,' implemented on 29 December 2009. These new Standard tests are intended both to facilitate comparison of the vibration emissions of different models of equipment, and to be suitable for initial estimates of the exposure. Therefore, manufacturer's declared vibration emission values should be, but are not always, suitable for estimating vibration exposure.” – advise received from an HSE Specialist Inspector “Manufacturers’ data is often unsuitable for use in exposure assessment for comparison with the exposure action value and exposure limit value of the Regulations and must be used with caution” – advise received from an HSE Specialist Inspector

18 Reactec Ltd Confidential www.reactec.com The HAVwear constantly senses vibration It determines if the nature of the vibration is from a tool to decide that a tool trigger has been pulled. If an operator forgets to tag a tool after sign out, the HAVwear will display the SEP points as TEP points and store as TEP points with no tool identity. As soon as one tool tag is read in a shift TEP and SEP are created independently. The trigger time together with the last read TAG vibration is used to calculate TEP points. If an operator forgets to tag the next tool, the TEP points will be based on the last TAG read. Page 18 Using the System – Key Points If the operator will be subject to material vibrations OFF tool which are not a source of HAVs, an OFF tag or the OFF button can be used to ensure TEP points are zero. This should be considered especially when moving OFF a high vibration tool. An OFF tag has an identity of OFF and a vibration level of 0.0m/s 2. It allows a controlled use of OFF. Setting the OFF button allows all operators an ability to switch off detection of TEP points. TEP is detected again as soon as another tag is read. SEP is not affected by an OFF tag or OFF button.
