8 The Board of Natural Resources The Board of Natural Resources consists of 18 citizens appointed by the Governor and confirmed by the Georgia Senate. The Board is responsible for setting rules and regulations ranging from air and water quality to hunting seasons and provides input into issues such as the agency’s budget recommendations and legislative initiatives. The Board meets 10 times a year, usually the fourth Tuesday (Committee Day) and Wednesday (Board Day) of each month at the offices of the Department of Natural Resources located at: 2 Martin Luther King Jr. Drive, SE Suite 1252, East Tower Atlanta, Georgia 30334 8

9 Coastal Resources Division The Coastal Resources Division (CRD) has primary responsibility for managing Georgia's marshes, beaches, and marine fishery resources. Based in Brunswick, CRD administers permitting programs under the Coastal Marshlands Protection Act and Shore Protection Act; issues revocable licenses for use of state-owned water bottoms; monitors coastal water quality; and manages shellfish harvest areas. CRD conducts research; management and development activities associated with recreational and commercial fishery resources; represents Georgia on regional marine fishery boards and commissions; and builds boat ramps, artificial reefs, and fishing piers. 10 Environmental Protection Division The Environmental Protection Division (EPD) protects Georgia's air, land, and water through the authority of state statutes and major parts of five federal environmental statutes. These laws regulate public and private facilities having to do with water quality, air quality, hazardous waste, water supply, solid waste management, surface mining and other areas. It issues and enforces all state permits in these areas. It has received the authority from the U.S. Environmental Protection Agency (EPA) to issue and enforce all permits required by federal laws. www.georgiaepd.org Richard Dunn Director, Environmental Protection Division 10

11 Historic Preservation Division The Historic Preservation Division (HPD) promotes the preservation and use of historic places for a better Georgia. Serving as Georgia's state historic preservation office, HPD administers federal and state programs including: archaeology protection and education, environmental review and compliance, grants, historic resource surveys, tax incentives, community planning and technical assistance, and the National Register of Historic Places. www.gashpo.org David Crass Director, Historic Preservation Division 11

12 Law Enforcement Division www.gadnrle.org The Law Enforcement Division is responsible for protecting Georgia's wildlife, natural and cultural resources, DNR properties, enforcing boating, litter and waste laws, teaching hunter and boating education classes and providing public safety for the citizens of Georgia. 13 Parks Recreation and Historic Sites Division The Parks, Recreation & Historic Sites Division (PRHSD) manages 64 properties and over 85,000 acres that preserve important natural, cultural and recreation resources throughout Georgia. From the Blue Ridge Mountains to the Colonial Coast, these sites offer Georgians and our out-of-state guests an exceptional variety of activities, such as hiking and biking, fishing and boating, picnicking, historic enactments, interpretive programs, special events and more. Currently, 46 State Parks, 3 State Historic Parks, and 15 State Historic Sites are open to the public, offering 382 cottages, 5 lodges/conference centers, 41 campgrounds, 2,400+ campsites, over 530 miles of trails and 8 golf courses. www.gastateparks.org Becky Kelley Director, Parks, Recreation and Historic Sites Division 13

14 Wildlife Resources Division www.georgiawildlife.com The Wildlife Resources Division (WRD) regulates hunting, fishing, the operation of watercraft in Georgia, protects non-game and endangered wildlife and maintains public education and law enforcement programs to ensure that Georgia’s natural resources will be conserved for our present and future generation. 20 Your Pay You are paid Semi-monthly (15 th and end of the month). Pay Deductions: Health Insurance - 15 th of each month Flexible Benefits (dental, vision, specified critical illness, life insurance, AD&D, legal, long-term care, short-term and long- term disability) - end of the month Spending Accounts (Dependent Care and Health Care) – 15 th and end of the month Enterprise/VPSI (Van pools) – end of month for next month’s service GBA Parking – end of the month for next month’s service Direct Deposit is mandatory for all employees. 20

21 Leave and Holidays As a full-time employee you will have the following leave benefits and holidays. Sick Leave: You will earn 10 hours of sick leave per month (5 hours per pay period). Annual Leave: You will earn 10 hours of annual leave per month (5 hours per pay period). After 5 years of service employees will earn 12 hours of annual leave After 10 years of service employees will earn 14 hours of annual leave Note: Employees must be in pay status 40hrs in a pay period to earn leave. 22 As a full-time employee, the State of Georgia offers health insurance coverage to you and your family. The Georgia Department of Community Health (DCH) serves as the state’s administrator of health insurance coverage for state employees, teachers, school system employees and retirees who continue coverage (including annuitants and former employees on extended coverage), and covered dependents. This health coverage is known as the State Health Benefit Plan (SHBP). Important Note: You have 31 days from date of hire to enroll for coverage. If you wait to make your Health Insurance selection after the 31 day period, you will not be eligible for enrollment until the next Annual Enrollment period. State Health Benefit Plan 22

24 Health Maintenance Organization (HMO) 24 An HMO allows you to receive covered medical services from in-network providers only (except for emergency care.) It is important to verify your current provider is in-network when selecting an HMO Plan Option. This option is available with Blue Cross Blue Shield of Ga (BCBSGa) and United Healthcare. Plan Features Plan pays 100% of covered services provided by in-network providers that are properly coded as “preventive care.” Certain services are subject to a deductible and co-insurance You are not required to obtain referrals to see a Specialist (SPC), but are encouraged to select a Primary Care Physician (PCP) to help coordinate your care. The medical and pharmacy out-of-pocket maximums are combined Co-payments count toward your out-of-pocket maximum Certain drug costs are waived if SHBP is primary and you actively participate in one of the Disease Management Programs for diabetes, asthma and/or coronary artery disease.

29 Health Reimbursement Arrangement (HRA) 29 The HRA provides first-dollar coverage for eligible medical and pharmacy expenses and is funded by SHBP. When going to the doctor, you will not pay a co-payment. Instead, you pay the applicable deductible and co-insurance. If you have remaining credits in your current HRA account, those credits will roll over to the next Plan Year as long as you remain enrolled in an HRA option. Plan Features Plan pays 100% of covered services provided by in-network providers that are properly coded as “preventive care.” You must meet separate in-network and out-of-network deductibles and out-of-pocket maximums. 31 Health Reimbursement Arrangement (HRA) 31 Your HRA is funded by SHBP. Any unused funds roll over for future health expenses. HRA credits can assist you in paying health expenses that go towards your deductible. Initial HRA credits vary depending on the option/tier chosen. Any remaining HRA credits from previous years will rollover in March 2016, this allows a 2015 plan runout to pay late claims for 2015, if applicable.

33 High Deductible Health Plan (HDHP) 33 The HDHP offers in-network and out-of-network benefits and has a low monthly premium. However, you must satisfy a high deductible that applies to all covered medical and pharmacy expenses. (except preventive care.) If you have any dependents, the entire family deductible, no longer has to be met before benefits are payable for any family member, effective January 1, 2016. Additionally, once the out-of-pocket maximum has been satisfied for that individual family member, all covered medical and pharmacy expenses will be paid at 100% for that family member. Also, you may qualify for a Health Savings Account (HSA) to set aside tax-free dollars to pay for eligible health care expenses. If you have remaining well-being incentive credits in your current HIA wellness account, those credits will roll over to the next Plan Year. Plan Features Plan pays 100% of covered services provided by in-network providers that are properly coded as “preventive care.” Before you can use well-being incentive credits, members must meet a threshold ($1,300 – individual; $2,600 other tiers) You must meet separate in-network and out-of-network deductibles and out-of-pocket maximums You pay co-insurance after meeting the entire deductible for covered medical and pharmacy expenses The medical and pharmacy out-of-pocket maximums are combined The HSA cannot be combined with a Flexible Spending Account (FSA) There are no co-payments

35 TRICARE Coverage & PEACHCARE FOR KIDS 35 TRICARE Coverage Voluntary, member-pay-all supplemental health benefit. Available to SHBP eligible individuals who are also eligible for TRICARE, the military health benefit program. Ends when you turn 65. Everyone covered under the contract must be in Tricare. PEACHCARE FOR KIDS As state or public school employees, you could be eligible to enroll your children in PeachCare for Kids. Visit www.peachcare.org or call 877-427-3224 for information. Children cannot be enrolled in both SHBP and PeachCare.

38 38 State Health Benefit Plan To sign up for Health Insurance benefits all new employees will enter their initial selection in the SHBP Web Enrollment Portal. Prior to making the Health Insurance selection, employees must register on- line for the SHBP Enrollment Portal (See next slide Registering on the SHBP Web Enrollment Portal Slides for Instructions on How to Register). Once registered, you will log back on and make your Health Insurance selection.

39 Registering on the SHBP Web Enrollment Portal First Time Users: When accessing the SHBP Web Enrollment Portal for the 1 st time you will need to register. Log onto www.mySHBPga.adp.com Click on Register Here 39

42 Step 3 – Get User ID & Password You will create a User ID & Password then click Next Step 4 – Select Security Questions and Answers You will select 3 pre-populated security questions and provide answers then click Next Step 5 – Enter Your Contact Information You will need to provide an e-mail address in this section. If you do not have a work e-mail address you will need to use a personal e-mail address. If you do not have an e-mail address, establish an e-mail account through G-Mail, Yahoo, Outlook, etc… Once an e-mail address has been entered, click Next Step 6 – Enter Activation Code You will receive an activation code via e-mail, enter this code then click Next Step 7 – Review and Submit This screen will display your security questions and answers, verify then click Done A Confirmation of Registration displays and you are now eligible to log into the SHBP Web Enrollment Portal to make your Health Insurance election. 42 Registering on the SHBP Web Enrollment Portal

46 Your Elections – This screen displays the enrollment made. Please review this screen carefully. Click Finish NOTE:Once you click Finish you can no longer make changes to your election, the window closes. If you are still in your enrollment window (31 days from hire date), you will need to contact Beth Findlay, DNR Benefits Coordinator to make any enrollment changes. The green check mark confirms the enrollment was saved and provides you the opportunity to print or save a Confirmation Statement. 47 Coverage Effective Date for New Hires The effective date of coverage for Health Insurance is the first of the month following one full calendar month of employment. Examples: If hired on 7/1, a Health Insurance deduction is taken from the 7/15 paycheck and coverage is effective 8/1. If hired on 7/16, a Health Insurance deduction is taken from the 8/15 paycheck and coverage is effective 9/1. 47

The GaBreeze website is also the location you go to ask questions, get help in making decisions and to enroll in Flexible Benefits. The GaBreeze website makes it easy for you to get the benefits information you and/or your family needs to take action throughout the year. This is a secure, password-protected website used to: - Learn about your Flexible Benefits and coverage details - Find a dental or vision provider in your network - Access your Flexible Benefits provider(s) website - Access claim forms and Plan Descriptions - Designate your beneficiaries Flexible Benefits 49

53 5. For security purposes, enter your personal security information, when prompted. 6. Create your userid and password. You will use this userid and password to access your Flexible Benefits information going forward. 7. Set up your password hints and security question responses. If you forget your password, you can see the hints to help you remember your password. If you have security questions saved at the GaBreeze website, you can answer the questions to access the website if you forget your password. 8. In the Action Needed section, choose Enroll to enroll in your Flexible Benefits. - Compare Plan details - Find out which plan(s) include your Dentist - Consider a Spending Account - Add your dependents (if any) - Enroll in your benefits: review Flexible Benefits plans, select dependents to cover under each plan 10. Click the Complete Enrollment button to confirm your Flexible Benefit plan selection and view or print your confirmation statement. NOTE:If you cannot enroll on-line, you may enroll over the telephone by calling the GaBreeze Benefits Center at 1-877-342-7339 between the hours of 8:00 AM and 5:00 PM, EST.
