Rationale for the selection of Sectors School Education- Primary Education Primary Education for all is one of the millennium development goals targeted by the United Nations and Government of India. Girl’s education features prominently in the scheme. The main rationale behind selecting the sector is that the literacy rate of Madhya Pradesh is far behind the national average. The project aims at defining and asserting the dynamic role played by selected functionaries in enrolling students of the community and improves the standard of teaching. This would also empower students to get quality education and thereby enable them to procure remunerative employment for betterment of their economic status. TFA

Rationale for the selection of Sectors Public Distribution System-PDS The main concerns of “Public Distribution System” (PDS) are: 1.Strategies to control prices. 2.Achieving equitable distribution of essential commodities. 3.Coordinating between production, procurement, transportation, storage and distribution of commodities selected under the system. 4.Ensuring access to commodities not only to general consumers but especially to marginalized section of society. Thus the system aims at making the utmost use of this facility to make commodities available to consumers at reasonable prices. The “Training for All” project focuses on strengthening and upgrading the skills of personnel engaged in PDS system at grassroots level and thereby improves the distribution of supplies. The project aims at identifying and solving problems which obstruct regular and equal distribution of basic necessities particularly to the marginalized community TFA

Rational for the selection of districts Selected districts represent the diversified needs of the community and also concentration of the SC & ST population who are marginalized in these districts. The performance of these districts is varied; it ranges from good to bad. The project intends to focus its activities on adopting the positive aspects of districts functioning successfully and using their strategies to strengthen the skills of the personnel of districts for improvement and better services to the community. TFA

Training Technique oIn the first step of the project academy conduct “Direct Trainers Skills” and afterwards “Module Based Training” in selected sectors and districts to develop a Master Trainers. (Module Based Training conduct by Module Writers/Subject Experts) oTo conduct the district level training academy gets nomination of District level Nodal Officer amongst the Master Trainers through Collector of relevant district. oAcademy releases the fund according to BoG norms for selected functionaries to the collector. After getting fund District Nodal Officer conduct the training and send all data/documents as training calendar, registration, feedback form, attendance of participants, expenditure details, utilization certificate etc. oAfter getting data/documents from the districts academy staff analyzes the data. Financial Aspect The meeting of BoG held on 22 nd July, 08 at the Academy to decide the further administrative & Financial Norms. Necessary amendment has been done in the previous norms which were decided for CBPR project and it has also been decided that these norms will be applicable for upcoming project “Training for All”. BoG of the Academy has approved revised financial guidelines as per the proposal of academy to meet the financial requirements. According to the decided norms academy does expenses. TFA

Training Strategy Initially academy used to get calendar from the District Nodal Officer of a block and according to the number of functionaries, academy released the funds payable to the collector of concern districts along with the training kit. But later on academy felt that it is not possible to achieve the goal of trainings in 10 district with 2 sectors in allocated budget by DoPT. Hence academy decided to conduct 3 trainings in Public Distribution Sector and 6 trainings in School Education Sector. According to the decision academy has sent the funds to the district collectors to conduct the district level training programmes and also Director General of the Academy has assigned one district to each faculty member to monitor and evaluate the district level training. Achievements After observing the impact and effect of the training on Public Distribution System sector Food, Civil Supply and Consumer Protection department gave the responsibility to the Academy to conduct the training on same module (for Nigrani Samitee Members’) and released the fund (Approximate 16 Lakh) TFA
