4  Design, construction, and construction/program management services and firms need to be prequalified.  Firms must be prequalified prior to bidding or providing submittals for selection.  Subcontractors, suppliers and non-prequalified consultants must be registered with CDB prior to commencement of work or services. 5/1/20164 Prequalification

6  Legislation to assist all sub-contractors and small businesses in Illinois seeking to do business with the State  Senate Bill 1344 The law states that business owners who submit bids or proposals for State contracts under the Business Enterprise for Minorities, Females, and Persons with Disabilities Act have 10 days to cure deficiencies in their bids or proposals unless such opportunity is mandated by federal law or regulation. 11 QBS Process 5/1/201611  Firms must submit statements of qualifications (SF 255)  Firms must submit a 255 for each project for which they wish to be considered  Selection Committee is established to evaluate and select 3 firms in order of preference.  An employee of the FEP unit sits on each selection committee.  Fees or cost proposals cannot be considered

12  Evaluation takes into account: past performance ability experience location workload MBE/FBE inclusion and other QBS requirements.  Prescreening conducted by 3 rotating members of CDB to provide initial score of all firms to be considered  Selection committee established = 4CDB members & Using Agency  CDB may conduct discussions with and require public presentations by firms deemed to be most qualified regarding their qualifications, approach, and ability.  For projects over $5 Million interviews are conducted. 5/1/201612 Evaluation Procedure
