4 4 — U.S. B UREAU OF L ABOR S TATISTICS bls.gov BLS Establishment Surveys QCEW Sampling Frame  Who’s included—it’s a near census of all workers (97% of civilian workers).  These are workers principally covered under unemployment insurance (UI)  The data are gathered from the required UI filings of about 9.5 million establishment (as of 1 st qtr. 2015)  The survey gathers both employment and wages (total payroll).

10 10 — U.S. B UREAU OF L ABOR S TATISTICS bls.gov National Compensation Survey Produces two employment cost measures using the pay survey portion of the NCS: Employment Cost Index (ECI) Employer Cost for Employee Compensation (ECEC) Pay is defined as straight-time wages and salaries plus select employer-provided benefits. Where benefits include Paid leave (vacation, holiday, sick leave) Supplemental pay (overtime, nonproduction bonuses) Insurance (health and life) and Retirement Legally required (Social Security, workers compensation) 10

Where a sample of jobs are selected from each—too burdensome to survey all jobs within. Note again, that jobs are sampled and not individual workers. There are approximately 40,000 jobs sampled each quarter. 11

Both products are published by industry and occupational groups, Census divisions as well as select characteristics of jobs, such as full-time/part-time, union/nonunion, time/incentive pay. 12

A group of surveys in which the same individuals are reinterviewed periodically over many years Focus is on labor market activities, but the surveys also obtain information on aspects of life that affect or are affected by labor market activity Major categories include education and training; scores on aptitude tests; family background; marriages and other relationships; fertility; use of childcare services; health; alcohol, cigarette, and substance use; criminal activities, arrests, and incarcerations; military service

15 15 — U.S. B UREAU OF L ABOR S TATISTICS bls.gov Surveys of the NLS Program Four original cohorts that began in the mid to late 1960s; all were conducted for DOL by the Census Bureau and are now discontinued National Longitudinal Survey of Youth 1979 (NLSY79) – includes respondents born in the years 1957-64 and living in U.S. in 1979  First interviewed in 1979 (ages 14 to 22) and interviewed for the 26thtime in 2014-15 (ages 50 to 58) NLSY79 Child and Young Adult surveys – include the biological children of female NLSY79 respondents  Over 11,500 children born from 1970 to 2011 National Longitudinal Survey of Youth 1997 (NLSY97) – includes respondents born in the years 1980-84 and living in U.S. in 1997  First interviewed in 1997 (ages 12 to 17) and will be interviewed for 17th time in 2015-16 (ages 30 to 36)

Geocode Files – approved researchers can use these files for specified purposes at the facilities of their own institutions 3. Zip Code/Census Tract Files and School Surveys – approved researchers can use these files for specified purposes at BLS and soon at the RDCs. 4. Census employees can use personal identifiers (date of birth, possibly address,…) to match NLS data to Census data and possibly to other data residing in the RDCs

19 19 — U.S. B UREAU OF L ABOR S TATISTICS bls.gov BLS Process Documented for existing program: http://www.bls.gov/bls/blsresda.htm FSRDC access to BLS-only data  Reach out to RDC administrator, but submit to BLS  Once BLS approves, will send documentation to researcher who will provide to BLS administrator  Census RDC process follows from there (SSS, etc.) FSRDC access to match BLS and Census data  Submit concurrently to BLS and Census

They, along with corresponding research group, review the proposals.  Refer back to list of program offices from 3/14 BLS presentation.
