2 São Paulo State Great infrastructure demand: 3% of Brazil’s area, 22% of the population (42 million), of which 95% urban Industrial hub, 34% of GDP (~U$ 350 billion/year) Most advanced environmental policies in Brazil Responsibility regarding other States and Federal Government

3 Partnerships in São Paulo State with the largest number of partnerships in Brazil: 11 PPP projects in 4 sectors (transport, sanitation, health and housing); 26 concessions Almost U$25 billion invested in joint partnerships 1990s – Change in investment policies 1996 – State Program for Concessions 2004 – PPP Program of the State of São Paulo

4 Risks and benefits of PPPs for the environment Risk: Environmental impact of large infrastructure projects, responsibility of each partner. Potential benefits: 1.Decrease of urban life’s ecological footprint 2.Decrease of the project’s ecological footprint

5 1. Decrease of urban life’s ecological footprint Public transportation with less air pollution and environmental impact Social housing programmes for people exposed to social and environmental vulnerability Water availability and treatment for universal access and in face of climate change
