OBD Testing Late Model Diesels: Ready or Not, Here They Come! Presented by Craig Woleader IM Solutions, Virginia Beach May 18, 2015

First, a word from our Sponsor: Massatucky Coal Rollers of Western Mass. Spring 2015 Membership Drive 2

Mass. I/M Program Summary Annual OBD testing for light-duty (<=8,500 lbs. GVWR) gasoline and diesel vehicles <15 years old – Oldest vehicles currently OBD tested are MY2001 – Goodbye readiness problems from the 90s! Annual OBD testing for medium-duty (8,501 – 14,000 lbs.) diesel vehicles MY2007 and newer and gasoline vehicles MY2008 and newer Only 1 year test exemption for new vehicles and tests for all change of ownership – Hello readiness problems on new diesels! MY2001 and newer must have <=1 monitor Not Ready to pass 3

Light-Duty OBD Diesels (LDD) by Make 4

Medium-Duty OBD Diesels (MDD) by Make 5

2014 Diesel OBD Initial Test Summary 18,609 LDD OBD tests and 19,096 MDD OBD tests in 2014 – 3.6M total OBD tests in 2014 – 0.4% of light-duty OBD tests are diesel – 34% of medium-duty OBD tests are diesel Only 2% of the testable fleet is medium-duty 6

LDD Monitors Supported by Model Year 7

MDD Monitors Supported by Model Year 8

LDD OBD Test Failure Rate by MY 9 * Not Ready means MIL off and would have passed except for readiness

MDD OBD Test Failure Rate by Model Year 10

LDD Not Ready Rate by Monitor 11

MDD Not Ready Rate by Monitor 12

LDD Readiness by MAKE MY2010 and newer 13 Note: VW/Audi NOx Treatment monitor was exempt during this period.

MDD Readiness by MAKE MY2010 and newer 14 Note: Dodge/Ram NOx Treatment monitor was exempt during this period.

Difficulty setting monitors Cummins PM Filter Monitor – – multiple PM filter regenerations are required to determine if time/distance between regeneration is acceptable and set PM Filter monitor to Ready Sprinter Monitors – PM Filter Monitor requires 1 automatic (can’t force) regeneration to run – Exhaust Gas Monitor won’t run until PM Filter is Ready – NOx After-treatment requires at least 2 automatic PM filter regenerations to become Ready. 3.0L V6 Fiat diesel NMHC Cat Monitor – MY2014+ Grand Cherokee and RAM 1500 – Min 6 – 8 hour soak, coolant temp 50 – 115 F, start, no idle, 5 – 10 minutes at 45 - 55 mph 15

What we would like to do about it Implement EPA Best Practices test logic – EPA memorandum March 07, 2013, “Best Practices for Addressing OBD Readiness in IM Testing of Diesel Vehicles Under 14,000 Pounds Gross Vehicle Weight Rating” – <=1 monitor Not Ready to pass does not work for well for late model diesels – In addition to monitor status, the test logic looks at permanent DTCs (if available), distance since code clearing, and warm-ups since code clearing to determine readiness result. – Special consideration when PM filter and/or NOx treatment monitors are the only ones Not Ready Requires major software updates, not feasible this late in our program contract – Plan to gather p-DTC and code clearing data instead 16

So what are we doing instead? Working with regional OEM reps on readiness problems and authorizing test exemptions on a case- by-case basis Automatic readiness exemptions January 2013 to April 2015 – Ignore NOx treatment monitor on MY2010 and newer VW/Audi and Dodge/RAM Cummins Automatic readiness exemptions since April 2015 – MY2010 - 2012 Dodge/Ram Cummins, ignore NOx after-treatment monitor – MY2013 - 2015 Dodge/Ram Cummins, ignore PM Filter monitor – MY2010 - 2012 Sprinter 2500/3500, ignore NMHC Cat monitor – MY2013 - 2015 Sprinter 2500/3500, ignore Exhaust Gas Sensor monitor – MY2014 - 2015 Grand Cherokee and RAM 1500 with Fiat 3.0L V6 diesel, ignore NMHC Cat monitor 17
