Provide Policy Direction and oversight on the management of the SLIBS Coordinate the work of the Pillar Leads through the SAPs for Governance, Economic & Natural Resource Management (ENRM), Social Development and IEC/PR Commission special studies under the Thematic Areas Organize public debates/discussions on the above broad thematic issues arising from the implementation of the System and reports thereon and advise the President accordingly 5

Advise the President on national and MDA regulatory and institutional reforms, programme prioritization and planning, monitoring, evaluation and reporting systems to facilitate the speedy attainment of the benchmarks Advise on the development and management of a SLIBS Database, Management Information System (MIS) Ensure the production of Quarterly & Annual Progress Reports by the MCS through the Secretariat 6

Advise on the overall management of Information, Education and Communication (IEC)/STI and Public Relations on the benchmarks Provide oversight and policy direction on National Open Data Portal Approve and ensure national and MDA capacity building programmes and monitor their implementation 7

Establish baselines and propose annual and periodic targets and instruments for measuring progress on the benchmarks Spearhead action on the implementation of the respective benchmarks; Make recommendations on regulatory issues (policies, laws and regulations), institutional reforms, capacity building, annual and long-term programme prioritization and planning, implementation, monitoring and evaluation of the benchmarks of the respective Pillars and MDAs 13

Prepare Quarterly & Annual Technical Reports for the attention of the MCS Ensure that decisions taken by the POC & MCS are implemented in their respective MDAs Ensure thorough public relations on their respective benchmarks 14

Ensure the timely collection and compilation of data/information from the various Pillars and Focal Points and make same available to relevant national and international institutions; In collaboration with Statistics Sierra Leone, MoFED, Ministerial Pillar Leads and Focal persons, establish a baseline for each benchmark and ensure periodic updates; Ensure conduct of appropriate tools and timely surveys to generate data and/or information that may be deemed very important and necessary but not readily available; 18

Establish a database for data/information storage and e-monitoring. Establish a robust IEC and Public Relations system to enhance awareness of the importance of the benchmarks and actions taken to address them as well as challenges and recommendations ; Enhance an effective monitoring, analysis and reporting system for the attention of His Excellency the President; Produce and disseminate quarterly and annual reports on all the prioritized benchmarks Organize meetings of Focal persons to review progress, challenges and agree on action points 19

Facilitate periodic building of the capacity of MDAs through refresher workshops to be organized for Focal Points of MDAs, benchmarks and staff of the Secretariat in order to enhance efficiency and quality of data and/or information generated; and Critically analyze data and/or information on the benchmarks emanating from the various Focal Persons under Thematic Areas to ensure relevance and engender national debates on these themes in terms of progress, challenges and recommendations in order to improve awareness, responsibility and performance. 20
