CHIETA, The Catalyst for Enhanced Skills, Economic Growth and Employability Project Overview CHIETA in partnership with Local Industry and Coastal TVET is funding the development of : 80 Chemical Plant Operators through a 3 year bursary program. 10 Welders on a Learnership program.

CHIETA, The Catalyst for Enhanced Skills, Economic Growth and Employability Methodology The project is guided by the concept of co-operative education and will promote the partnership between institution, learner and industry. Curriculum design will integrate academic learning and Industry based learning. It will be structured, monitored and assessed. It will maximise on workplace learning and will promote mentoring and job – shadowing. Classroom training at Coastal KZN TVET College will be for 18 months and 15 months will be allocated for Real Workplace Experience. Pilot plant planned for Coastal KZN TVET College (designed by industry experts, Chieta funding, Industry donation and possible funding from NSF ) The programme makes provision for “lecturer development” and Industry SMEs to be guest lecturers Employers can introduce modules specific to their operating plants as well as expose learners to these plants during the “15 months of hosting”. Employers have the option of retaining the same learners after the 3 year duration. The programme seeks to maximise on worksite exposure and workplace learning, to minimise disruption at operating plants and to promote continuity. Final Occupational Assessment to determine Occupational Competence The model will allow for easy transition into employment.

(WITH A LOG BOOK) Learner is assigned to a plant under supervision and mentoring. Job shadowing Work – Based learning Workplace Experience EXPOSURE TO PILOT PLANT and structured visits to Chemical Industry+ Guest lectures from Industry EXPOSURE TO PILOT PLANT and structured visits to Chemical Industry + Guest Lectures from Industry Real Workplace Training. TVET Lecturer Development ASSESMENTS will include:- N1 external exams. Chem Ops NQF L1 ASSESMENTS will include:- N2 external exams. N3 external exams. ASSESMENTS will include:- Chem Ops NQF L2/NQF 3 Occupational Assessment for Occupational Competence

CHIETA, The Catalyst for Enhanced Skills, Economic Growth and Employability Feedback from Coastal TVET ( Monica Ncgongo) Question 1: Why did you get involved in the project and what has worked The Coastal TVET College is strategically located in the Durban South Basin where there appears to be a large percentage of Chemical Industries demanding skills training that the College can certainly supply. The College also has been mandated ( white paper PSET) to partner with Industry and SETA’s. Coastal TVET also has 9 campuses that are readily equipped to deliver Industry related programs. Shortages of skilled Operators in the Chemical Industry. Strategic Partnership Model that mutually benefitted Maths/Science learners, placement for training and development in Industry and funding from CHIETA.

Expectations are to successfully complete the pilot project and place 80 learners into appropriate industries for further development and employability. Both Social and Economic upliftment and empowerment.

The project has attracted abundance of spin-offs for the College and its Partnerships. The College has expressed interest in becoming the Centre of Specialization ( Chemical Operations suite of Qualifications). This venture will certainly make Coastal College the provider of choice as well as going forward, it will be the platform where Industry will be able to acquire Skilled Workforce. DHET recognises this combined qualification and Partnership for Employment Project- as this directly closes skills gaps. Increases number of Beneficiaries to sustain demand from Industry.

Learners will be exposed to the real workplace complexities, challenges and hence skills required Exposure to highly skilled mentors Maximising on real workplace exposure/experience

The Project has plans to establish a “pilot plant” within the College’s premises. This Pilot plant will also strengthen skills of these learners before learners are recruited into Industry. Simulated Operations are Critical. Coastal TVET to play lead role Industry must provide Technical Support Maximise on practical experience

CHIETA, The Catalyst for Enhanced Skills, Economic Growth and Employability Feedback from Trade Union Rep (Musa Bhengu ) Question 1: Why did you get involved in the project and what has worked We have an obligation as per Skills Development Act 1997. To identify workplaces for Practical Experience. To Influence Development of Learning Material. To Influence Facilitation of Learning and Development. To use the College as a Centre of Specialization. To Bring together Key Partners eg. College, Companies, Union and CHIETA. To improve Maths and Science results. The Labour Market across the SA manufacturing Industries have always for many years attempted to ignite a Partnership Model like this, but seemed to have stagnated. Unions have been debating this issue of bringing Industry to the fore front of “skills development in SA”. Partnering with the right people- the CHIETA, Industry and the most suitable TVET has not only responded to the Ministers request to “make every workplace a Training Space”, but has also touched the heart of many young individuals seeking employment in this very challenging sector. Union involvement also created awareness to Workers out there that skilled employment can be self- sustained, such that the Manufacturing Industry grow.

Improved Chances of decent work. Project is promising to create new jobs. Up-Skilled and Capable Workforce.

Unions belonging to other Trades should copy this Model. Should not be confined to Chemical/Oil Industry. Project can also promote entrepreneurship opportunities for young individuals. Reflecting on the Achievements of this Program. Increasing the current numbers for Future Sustainability.
